    Rush Creek concept plan

    Discussed

The council discussed a concept plan for the Rush Creek area near Eagle Mountain Boulevard and Overland Village 6. Members generally opposed the large residential component (NR1 and R1) because it conflicts with the General Plan's Employment Center/Campus designation, and several favored business park or other employment uses with housing only if compatible or built alongside commercial. Applicant representative Dan Ford said the commercial area is unlikely to attract business park uses until the highway is built.

Planning updates: Jeppson Auto, District at Town Center, Rush Creek, Deer Haven (work session)

    Discussed

Senior Planner Tayler Jensen said the Planning Commission unanimously recommended approval of the Jeppson Auto site plan, the District at Eagle Mountain Town Center rezone (with a CN buffer near The Landing), the Rush Creek general plan amendment and the Deer Haven general plan amendment. The Deer Haven rezone and preliminary plat each drew 3-2 recommendations, with dissent over connectivity after staff-recommended road connections were removed. The applicant wants to keep corridor land private under a conservation easement; Wendy Fisher of Utah Open Lands said easements are strong tools but preferred city ownership and offered to steward the land.

    Rush Creek general plan amendment

    Approved · 5-0

About 234.14 acres, with roughly 18.6 acres moving to Community Commercial and 79.14 acres to Business Park/Industrial; no rezoning, and a portion needs annexation. Applicant representative Dan Ford declined Gray's suggestion to make approval contingent on the UDOT road. Tyler Shimakonis raised a possible charter school with more than 1,000 students.

Rush Creek rezone to Light Manufacturing/Distribution and 15-lot industrial plat

    Approved with conditions · 4-0

The 38.80-acre site, changed from Employment Center/Campus to Business Park/Light Industry in July 2021, is rezoned from Agriculture/Rural Density to LMD with a 15-lot industrial subdivision. The Planning Commission recommended approval Jan. 25 with three conditions; the council removed the buffer and trail conditions and kept the City Engineer requirements, including a traffic analysis before final plat. Applicant representative Dan Ford said a masonry wall and 15-foot open space were sufficient; Gray supported the project, citing a shortage of this product type. No one spoke.

    Development agreement with Mountainland Supply

    Approved · 5-0

City Attorney Marcus Draper and applicant Matt Cook discussed a new store in the Rush Creek Industrial development. Mountainland wants a retaining wall on the property line while city code requires a 3-foot setback; the agreement gives a legal path. The motion was delayed so staff could research a building on adjacent storage units behind the lot.

Rush Creek Industrial Phase A Plat 1, lots 102 and 111 amendment

    Approved · 4-0

Senior Planner David Stroud said the amendment creates a 1-acre lot for a potential user on parcels 51:756:0102 and 0111 on Split Rock Drive; lot 114 is under site plan review for an auto repair business. No one spoke.
