Eagle Heights Village master development agreement amendment

    Tabled · 5-0

The applicant's preferred option splits duplex lots into single-family lots, keeping 284 units and density; alternatives were selling phases 3 to 5 to a builder for market-rate duplexes or zero-lot-line twin homes. The Planning Commission recommended denial of the preferred option 4-0 on Feb. 8. Applicant representative Kirt Peterson said rising costs made the affordable project unfeasible, about $250,000 in fees would be lost, and feasibility depends on waiving impact and building permit fees. Wright was open to duplexes or single-family; Curtis said build per the agreement or meet current code; Love preferred affordable housing or single-family to current standards; Burnham suggested tabling for a revised proposal; Gray preferred R2 standards. Eagle Heights Village master development agreement amendment

    Denied · 3-2

Tayler Jensen presented Option 1 (split duplex lots into single-family lots for 148 lots with minimum 4,238 square feet and 52 to 56 foot frontages) and Option 2 (148 zero-lot-line twin homes). Council Member Jared Gray said the applicant had not incorporated council feedback and wanted larger lots and a pool for future duplex units. Applicant representative Kirt Peterson preferred the single-family option for affordability and asked for tabling. Council Member Carolyn Love opposed reduced frontages; Council Member Donna Burnham preferred individually owned twin homes but raised rental concerns; Council Member Brett Wright opposed exemptions to RC standards; Council Member Colby Curtis opposed added density. City Attorney Jeremy Cook said denial would not prevent a new application. Wright moved to deny rather than table; Burnham and Gray voted no.

    Discussed

Members raised affordability; Council Member Brett Wright suggested accessory dwelling units, which Harris agreed to offer.

Eagle Heights Village master development plan, first amendment

    Approved with conditions · 4-0

The applicant proposed 98 single-family homes and 40 twin homes in place of 148 approved duplexes, a reduction of 10 units. The Planning Commission recommended approval on July 26 with conditions. The public hearing (opened 8:44 p.m.) drew no comments. Discussion covered architectural standards limited by recent state legislation, assignability of parks 4, 5 and 6 and pool access, the trail and safe school route, and reduced open space acreage offset by added amenities. The council approved with five conditions: keep Section 2.4 (trail) as written and clarify it refers to the north-end connection on the south side of Eagle Mountain Boulevard; revise the last sentence of Section 2.2 on building elevations; revise Section 2.5 on accessory dwelling units; change the rear setback from 15 to 20 feet; and open all amenities, parks and open space to every resident of the development.
