Dollar Tree site plan
Approved with conditions · 5-0
The council approved the site plan for a 10,000-square-foot Dollar Tree in the Carson Commercial development, with 34 required stalls plus two accessible stalls. Conditions: drainage and water storage on the applicant's property, lighting compliance with an updated lumen count and a monument sign agreement for multiple businesses. Council Member Jared Gray's original motion required underground storage in the right-of-way; applicant representative Ryan Forsyth objected on cost and weight, and the City Attorney recommended tabling that part. Council Member Donna Burnham's replacement motion passed. Love raised concerns about the Porter's Crossing exit; Curtis said the traffic pattern was a compromise to avoid routing traffic through the neighborhood. The Porter's Crossing exit is right-turn only.

7-Eleven site plan
Approved with conditions · 5-0
The council approved the site plan for a 4,067-square-foot 7-Eleven with conditions: landscaping to Pony Express Parkway, compliant signage, dark-sky lighting, a detention pond on the property, reasonable best efforts to finish the rear block wall extension before winter and a vent at the farthest point on the northwest corner. Moving the vent adds about 50 feet of distance from residences. Curtis preferred the northwest corner.

7-Eleven at Campus Drive: traffic (work session)
Discussed
The Planning Commission recommended approval June 22 on a traffic letter, but a full study found the Campus Drive and Ranches Parkway intersection falling from level of service D to F with the project, with left-turn waits rising from 34 to 104 seconds and no feasible mitigation. Options included relocating access, a roundabout or right-in/right-out only. Assistant City Administrator Steve Mumford said a broader study is needed and Mayor Tom Westmoreland suggested hiring outside traffic engineers. The minutes attribute no council positions.
