Planning commission backs residential designation for 30 acres of unincorporated land near 1100 South

October 22, 2025, 6:30 p.m. · American Fork City Hall, 31 N. Church St.

In a nine-minute meeting, the American Fork Planning Commission recommended a city-initiated change to the general plan land use map for about 30.5 acres of unincorporated land at about 5300 W. 1100 South (county address), from Design Industrial to Residential Medium Density. Staff said it completes an earlier combined proposal meant to stop industrial uses from spreading and matches a neighboring property; the land would need to be annexed before it can be zoned.

Land use map amendment, about 5300 W. 1100 South (30.52 acres)

    Recommended for approval · 6-0 · About 5300 W. 1100 South (Utah County address)

City-initiated amendment changing about 30.52 acres from Design Industrial to Residential Medium Density, described by planner Cody Opperman as the second half of a previous combined proposal, intended to prevent further encroachment of Design Industrial/Planned Industrial uses and to match the Residential Medium designation already on a neighboring property. The property is unincorporated and would need to be annexed to receive matching residential zoning. No conditions. City Council records identify the landowner as Property Reserve Inc. (the real estate arm of The Church of Jesus Christ of Latter-day Saints), which plans a long-term rental community; the council approved the change in November 2025. The church also owns roughly half of the adjoining Meadow View Ranch land (April 16, 2025 minutes).

    • Applicant: American Fork City (city-initiated); landowner per council records: Property Reserve Inc.
    • Acres: 30.52
    • Land use: Design Industrial → Residential Medium Density
    • Unincorporated; annexation required before zoning

Moved by Commissioner Geoff Dupaix, seconded by Commissioner Rod Martin. Vote: 6-0
