Mt. Lewis Community Plan amendment and rezone of 1514 North Washington Boulevard

    Discussed

Cooperstown Partners LLC petitioned to amend vision strategy 4.E of the Mt. Lewis Community Plan to call for R-2S rather than R-1-6, and to rezone two parcels from R-2 to R-2S/Conditional Overlay for a townhome project on the city's northern border next to the Washington Estates Mobile Home Park. The Planning Commission recommended approval with a condition that the owner sign a development agreement limiting units to owner-occupants for 10 years after occupancy. The council was comfortable moving both to a regular meeting.

Ordinances 2025-30 and 2025-31: Mt. Lewis Community Plan amendment and rezone of 1514 North Washington Boulevard to R-2S/CO

    Approved · 7-0

Cooperstown Partners LLC asked to amend the Mt. Lewis Community Plan to allow R-2S zoning and to rezone two parcels from R-2 to R-2S with a conditional overlay for a townhome project on the city's northern edge, next to the Washington Estates Mobile Home Park. The condition requires a development agreement limiting dwellings to owner-occupants for 10 years after occupancy. Rick Scadden of Cooperstown Partners said the project has taken nearly six years, partly because of a boundary adjustment with North Ogden; he said a commercial building and three-story garden-style apartments planned on the North Ogden side will share amenities. Travis Pate asked who determined some areas were 'wasted space' and who will maintain utilities and trash service. Planning Director Barton Brierley said the plan is conceptual and staff will confirm access and maintenance responsibilities with North Ogden. Both ordinances passed 7-0.
