    FrontRunner Station Area Plan certification

    Discussed

Senior Planner Brandon Rypien said Administration is seeking state certification of Ogden's FrontRunner Station Area Plan under Senate Bill 462 (2022), which requires cities with major transit stations to plan for land within a half mile. Instead of a new plan, Ogden is using the 'previous actions' option to show existing plans advance affordable housing, sustainability, job access and transportation choices. Council discussion covered what counts as a station and whether land use code changes are needed.

Resolution 2025-17: certifying the FrontRunner Station Area Plan

    Approved · 7-0

The resolution certifies that prior city actions meet state requirements for a fixed guideway station area plan under Utah Code 10-9A-403.1, using the 'previous actions' option rather than a new plan. Senior Planner Brandon Rypien said it covers land within a half mile of the FrontRunner station. Council Member Ken Richey asked Administration to consider whether the city can meet the plan's housing metrics. Linda Sanchez asked whether the plan conflicts with limits on high-density housing near Union Station and why it moved before the Wall Avenue Corridor Plan; Rypien said the Union Station framework plan limits building heights nearby and that the 24th Street viaduct change would need UDOT approval and funding. Mayor Nadolski said density is being focused downtown and near transit hubs.
