Proposed rezone at 211 Patterson Street

    Discussed

The Housing Management and Development Corporation, affiliated with the Ogden Housing Authority, seeks to rezone 0.54 acres from R-4 to R-5 for a 25-unit apartment building for young adults aging out of foster care or homeless youth, a Section 42 tax credit project with on-site case management. The Planning Commission recommended approval Oct. 1, 2025. Council Member Angela Choberka raised concerns about concentrating low-income housing nearby and asked for a heat map of services; staff said the specific population and separate management structure differ from typical concentrated poverty.

Ordinance 2025-40: rezone at 211 Patterson Street

    Tabled · 6-1

Vice Chair Richard Hyer proposed tabling because of neighborhood questions and so the Council member-elect for the area could take part; Chair Marcia White and Council Member Angela Choberka agreed. Council Member Shaun Myers moved to adopt; the motion died for lack of a second. The proposal is a rezone of 0.54 acres from R-4 to R-5 for a 25-unit one-bedroom building for former foster youth, owned by an Ogden Housing Authority affiliate. Speakers supported housing for former foster youth or asked about parking. Council Member Ken Richey said he supported the project but was willing to table; Council Member Angela Choberka questioned the need for 25 units and transit access. The item was tabled to Jan. 20, 2026.

Rezone at 211 Patterson Street (tabled from Dec. 9)

    Discussed

Assistant Planning Director Joe Simpson said the Ogden Housing Authority, which owns the vacant half-acre next to its existing apartment building, earlier obtained a conditional use permit for 12 units under R-4 but now proposes 25 units for adults 18 to 24 who aged out of foster care, requiring R-5. Council Member Flor Lopez said she and neighbors support the intent but want safety, lighting, parking, drug activity and traffic concerns addressed first and said it should not move forward without a plan. Mayor Benjamin Nadolski committed to work with neighbors and the housing authority. Applicants said there are only 11 such units in the balance of state, the building would have 24-hour security and a goal of independent living within 18 months, and they need a decision by mid-February for an April or May tax credit deadline. Vice Chair Dave Graf worried Ogden bears a disproportionate share of affordable and supportive housing; Council Member Alicia Washington urged care in how such concerns are framed; Council Member Kevin Lundell cited data that 81 percent of youth in such programs do not enter adult shelters. The item stays on the Jan. 20 agenda.

Ordinance 2025-40: rezone at 211 Patterson Street (tabled again)

    Tabled · 7-0

Assistant Planning Director Joe Simpson asked for a continuance for more community engagement, saying the administration was working with residents on mitigation. Council Member Flor Lopez moved to table the ordinance until Feb. 3 and direct the administration to work with neighbors on a neighborhood improvement plan. Mr. Simpson noted any development of more than eight units will still need conditional use approval from the Planning Commission.

  5. February 3, 2026 · City Council

Ordinance 2025-40: rezone at 211 Patterson Street (R-4 to R-5)

    Approved with conditions · 7-0

The Council approved the rezone of 0.54 acres for a 25-unit building of one-bedroom units for young adults aged out of foster care, sharing management with the neighboring Solace Apartments, and directed the administration to enter an agreement with the Ogden Housing Authority on safety and security. Staff recommended four conditions: coordination with the police chief and administration, background checks on all residents, Good Landlord program registration, and priority for Ogden residents as tenants. Seven speakers supported the project to prevent homelessness; two raised concerns about the Ogden-resident priority, crime and concentration of poverty. Council Members Kevin Lundell and Alicia Washington asked that the conditions not create barriers for applicants; the housing authority said it has a credit appeals process and that most residents leave within 18 months, with 83 percent avoiding homelessness afterward. Council Member Flor Lopez thanked city departments for engaging neighbors. Chair Richard Hyer said he has a personal connection to the project as a foster grandparent to many children.
