  2. April 23, 2024 · City Council

Rezone of 1450 Gibson Avenue and 1483 Wall Avenue from M-1 to C-3

    Denied · 5-2

The council denied the petition by Darcel Stucki, authorized representative of one owner, to rezone two parcels totaling 6.37 acres to allow multi-family housing; the other parcel is owned by UDOT, which was neutral. Planning staff and the Planning Commission (unanimously) recommended denial as inconsistent with the General Plan and Gibson Community Plan, citing the need to protect industrial uses and buffer housing. Mr. Stucki said nearby land was rezoned C-3, buyers backed out when told a rezone would not be allowed, and the current zoning limits uses to things like storage. Council Members Choberka and Myers favored housing given surrounding residential uses; Council Member Graf worried about limiting expansion of a nearby manufacturer. Residents on Gibson Avenue raised road condition, traffic and fear of displacement. Council Members Hyer and Graf said they would look at removing multi-family housing as a use in the C-3 zone.
