Proposed Flex Industrial zone near Ogden Airport (work session)
Discussed
Senior Planner Brandon Rypien said Asilia Investments first sought changes to the A-C Airport Commercial zone, then, after council concerns, the proposal became a new Flex Industrial zone allowing flexible commercial and industrial space, similar to M-1. The aim is to develop property south of the airport near the Kemp buildings, which would need a later rezone petition. The council asked for further discussion on March 12 before action on March 19.

Proposed Flex Industrial zone (work session, continued from Feb. 20)
Discussed
Senior Planner Brandon Rypien presented the amended proposal for a new manufacturing-class zone with some flexibility beyond M-1. Discussion covered whether it could threaten Ogden Airport, compatibility, minimum and maximum square footage and talks with Roy City. A representative of the applicant said the FAA restricts building heights rather than uses in the transitional zone, and he did not suggest limiting uses beyond FAA rules. Chair Richey asked staff to draft a formal ordinance for one more work session before a council meeting.

Ordinance 2024-13: create Flex Industrial zone
Approved · 7-0
The council created a manufacturing-class zone for commercial and industrial uses limited in intensity but needing flexibility. Asilia Investments' Jake Jackson said the company will not seek to rezone airport property if the zone is adopted. Staff said legally established uses can continue, and a resident asked how noise, smoke and smell limits will be measured; staff pointed to the city's noise ordinance.
