    HeArt of Downtown plan presentation

    Discussed

Design Local presented a 15-to-20-year plan for the central district with a year-round 'Ice Ribbon' skating path, a two-story community lodge with a 250-person event space, a 15-foot build-to line on State Street, a festival street on 720 South, two parking garages with a net gain of 547 spaces, and projected revenue of $38 million over 20 years from ticketing, concessions and rentals. Funding would draw on property and sales tax, ground leases and naming rights. The council asked for a drop-off court near the SCERA Shell, evaluation of moving a small stage farther north, and a merry-go-round.

    Heart of Downtown master plan

    Discussed

Community Development Director Gary McGinn presented the final 123-page master plan for the SCERA Park and SCERA Center corridor, estimated at $50 million in six independent phases: a 720 South festival street ($7.5 million), an ice and roller ribbon ($15 million), boutique lodging with a parking structure, artisan incubators, event field improvements with a carousel ($5 million), and parking relocation. Council Member Gale asked how to reassure residents given the budget deficit discussion; staff said the plan does not raise property taxes or commit city dollars and relies on grants and other non-General Fund sources. Staff said adoption as a general plan amendment was on the regular session's consent agenda; the minutes' consent list does not show it.
