Orem station area plan kickoff (work session)
Discussed
Planners Grant Allen and Matt Taylor introduced consultant Christie Oostema Brown of People+Place, hired to help prepare Orem's station area plan around its FrontRunner station as required by state law (HB 462). The plan needs a vision, a map, a five-year implementation plan, a statement on shared objectives and public involvement. The proposed process includes a stakeholder committee, a UVU and UTA partnership and public engagement. Council Members David Spencer, Terry Peterson and Tom Macdonald will serve on the committee, which first meets April 27 at 6 p.m.

Water reuse project and FrontRunner station tours (work session)
Discussed
The council and Planning Commission members toured the Orem Water Reclamation Facility's water reuse project, led by Assistant Public Works Director Reed Price. The project will let the plant treat wastewater to Type I reuse levels for irrigation and use cloth filtration to remove phosphorus before release to Utah Lake. They also toured the FrontRunner station, where consultant Christie Oostema of People+Place discussed station area plan possibilities and a UTA regional general manager discussed expansion plans.

Orem station area plan update (work session)
Discussed
Consultants and staff presented three scenarios for the area around the Orem FrontRunner station and UVU: Mixed Use Village, UVU Mixed Use Village and Neighborhood Infill, each with the same amount of housing. In public feedback 43 percent chose the Mixed Use Village, 41 percent the UVU version and 17 percent Neighborhood Infill. Residents wanted to preserve existing neighborhoods, add green space and trails and have UVU student housing and parking structures. A public hearing was tentatively set for the end of February, and Bybee said the next step is a hybrid plan. Millett asked how housing would stay affordable; staff said that would come through zoning and planning.
