Westerly Way (Farm Haven concept plan amendment)

A rezone of a 2.9-acre strip at 1875 South Geneva Road from OS-5 to PRD and an amendment of the Farm Haven concept plan, previously approved for 25 cottages, to create Westerly Way. On May 12, 2026 the council continued a 44-unit twin-home layout without a public road to Geneva Road so the applicant could rework access. On July 28, 2026 it approved a revised plan, 6-0 with the mayor also voting yes, for 40 single-story twin homes with a public connection to Geneva Road. Site plan and subdivision approvals still go to the Planning Commission.

  1. July 28, 2026 · City Council

Public hearing: rezone 2.9 acres at 1875 South Geneva Road from OS-5 to PRD and amend Farm Haven concept plan (Westerly Way)

Approved · 7-0 with the mayor

The council rezoned 2.9 acres from Open Space 5 to Planned Residential Development and folded the parcel into the Farm Haven concept plan to create 'Westerly Way,' a 40-unit single-story twin-home neighborhood with basements and two-car garages, about 2.7 parking spaces per unit. The applicants, who own the adjacent Autism Academy, had the item continued in May to resolve traffic; the new plan adds a public connection to Geneva Road that UDOT approved for full turn movements, and links to 850 West, 2000 South and Whitestone Estates. Applicant Craig Brady said the homes will be sold on the open market, though the neighborhood is designed to be autism-friendly. Three speakers, including one who recalled the Planning Commission's earlier denial over traffic, supported it. Members praised the applicant's revisions. Site plan and subdivision approvals still go to the Planning Commission.

    • Applicant: Craig Brady (owner of adjacent Autism Academy)
    • Acres: 2.9
    • Current zone → proposed: OS-5 → PRD
    • Units: 40 single-story twin homes

  2. May 12, 2026 · City Council

Rezone 1875 South Geneva Road from OS-5 to PRD and amend Westerly Way site plan (Utah Autism Academy)

Continued · 7-0 with the mayor

The Utah Autism Academy bought land with an approved 25-cottage Farm Haven plan plus an adjacent 2.9-acre OS-5 strip and proposed Westerly Way, 44 single-level twin homes at six units per acre, replacing the previously approved public road to Geneva Road with a gated emergency-only access. The Planning Commission recommended denial unless the Geneva Road public connection was restored. Traffic would exit east via 800 West through the Payton Crossing subdivision to 2000 South, near a rail crossing, joined by the adjacent 54-unit Whitestone subdivision, whose easternmost exit onto 2000 South is right-in, right-out. Academy president Tricia Nelson said the new community center sits on the former road corridor and that UDOT restricts new connections on Geneva Road; she described an 'autism-intentional' community under a homeowners association. Nine residents opposed removing the Geneva Road connection, citing child safety on 800 West, emergency access, density placement and doubts about fair-housing-compliant restrictions. Council members expressed support for the academy's mission but not for sending all traffic down 800 West; Council Member Millett suggested moving the detention basin and parking to open a Geneva Road connection. At the mayor's suggestion, the applicant agreed to a continuance to rework access, with no date set.

    • Applicant: Utah Autism Academy (Tricia Nelson, president)
    • Units: 44 twin homes (previously 25 cottages) at six per acre
    • Acres: 2.9 acre strip added to the Farm Haven parcel
    • Current zone to proposed: OS-5 to PRD
    • Planning Commission: recommended denial unless the public road to Geneva Road is restored

Moved by Council Member LaNae Millett, seconded by Council Member Quinn Mecham. Vote: 6-0; Mayor McCandless also voted yes
