Vacation of 0.016-acre portion of 1000 South right-of-way ending at 590 East

Approved · 7-0 with the mayor

Planning Manager Jared Hall presented the petition of the Woodbury Group to vacate a small piece of the 1000 South right-of-way surrounded by land owned by the Woodbury Group and University Place, needed to finalize the plat for the new Home Depot. Hall said the area is bordered entirely by commercial shopping center land and neighbors keep full access on 1000 South. No one spoke.

  2. February 10, 2026 · City Council

PD-34 text amendment on wall heights and landscaping (Home Depot at University Place)

Approved · 7-0 with the mayor

The amendment changes sections 22-11-47(H)(3) and (H)(4) and Appendix BB so the landscape strip on the commercial side of the western wall can be reduced, letting the developer deed land to adjoining homeowners and move the 12-foot masonry wall farther from homes, as required by the RDA participation agreement. Hall said the change is specific to this project and area. Applicant Artie Woodbury said Home Depot aims to start construction in April. No one spoke at the hearing.

  3. December 9, 2025 · City Council

Rezone 0.31 acre at 575 East 1000 South from R-8 to PD-34 (Home Depot at University Place)

Approved · 6-1 with the mayor

Home Depot and University Place mall representatives asked to rezone a 0.31-acre lot holding one house so it can be folded into a Home Depot site next to Costco. The Planning Commission voted 3-2 with no formal recommendation. PD-34 requires a 20-foot setback, 8-foot landscape buffer and 8-foot masonry wall; the developer offered a 12-foot wall near the loading dock, a building about 24 feet tall set 43 feet from the nearest property line, and a 10-to-24-foot buffer. Residents next to the site asked for the 12-foot wall, raised truck idling, backup beepers, diesel exhaust and traffic, questioned the need for another home improvement store, and asked for more transparency and to move the loading dock; others objected to losing homes to commercial growth. Home Depot said it uses no refrigerated trucks, requires engines off during delivery, uses a standard layout and that a sound study accounted for Costco noise; construction is expected for 12 to 15 months from April, opening in late 2027. The developer offered to move the wall about 7.3 feet east and convey that strip to the two adjoining neighbors. Council Member Millett voted no on principle, saying she opposed converting more R-8 land to commercial use, though she supported the concessions. The City Attorney said the wall shift and conveyance would be secured in the RDA participation agreement.

  4. December 9, 2025 · City Council

RDA: Third Amendment to participation agreement with University Shopping Center, L.C.

Approved with conditions · 7-0 with the mayor

Sitting as the Redevelopment Agency, the council approved a third amendment to the participation agreement that replaces the 2024 site exhibits with the new Home Depot layout and makes the 12-foot wall, building setbacks and conveyance of about 7 feet of landscaping to the two adjoining neighbors conditions of tax increment financing. The developer dropped a proposed buy-back option; the land will carry a deed restriction keeping it green space. The mayor may sign once the language is updated.

Moved by Council Member Chris Killpack, seconded by Council Member LaNae Millett. Vote: 6-0; Mayor Young also voted yes
