Heart of Downtown arts district plan, City Center Park
Discussed
Consultants from Designing Local presented progress on the City Center Park arts district, which began in January. Public feedback called for expanding the park, consolidating parking, a festival street and a destination open 18 hours a day. Concepts include moving the central parking lot to the park's north edge, a hierarchy of pedestrian routes, improved amphitheater access, relocating pool concessions to a facility that could also serve a proposed four-season ice ribbon, and an arts village with small retail, restaurants and creative spaces. A fuller draft is due in October.

City Center block plan: pedestrian safety
Discussed
Senior Planner Matt Taylor said event growth at Oremfest, the farmers market and ballpark games has strained safety and parking. Options include a new signal at 300 East and Center Street, a possible flashing beacon at 100 North and 300 East, formal walkways replacing worn paths, shade and lighting, and a shuttle for large events. The plan is a work in progress.

Heart of Downtown study: civic tour feedback
Discussed
Community Development Director Gary McGinn reported on a summer tour of Herriman public spaces and the Daybreak ballpark plaza, which converts from a summer stage to a winter ice rink. The council supported a similar dual-use stage and ice rink or turf area at the SCERA park, relocating the parking, coordinating with UTA, finishing the Active Transportation Plan, and planning for medium-sized family events of 2,000 to 5,000 people rather than large festivals. Staff will fold the feedback into a refined concept for the consultant.
