Joint work session with Planning Commission on the General Plan

    Discussed

Planning staff presented a timeline for adopting the General Plan, including an open house and public hearing, and a map comparing densities of the old and proposed plans. The proposal focuses density near transit-oriented areas and limits density in environmentally sensitive areas and open space. Engineering explained studies of maximum utility capacity.

Kim Struthers presented a comprehensive update to the land use map and text. The mayor said the population projection had risen from about 150,000 to about 155,000 in analysis; Council Member Katie Koivisto worried the figure was nearing 300,000 and hoped for below 150,000, and staff said it was well below 300,000. Council Member Paige Albrecht noted accessory dwelling units will change the numbers; Council Member Paul Hancock suggested approving and then running ADU numbers; Council Member Chris Condie raised mixed density at 1100 West and Main Street. Planner Mike West said the plan is the best guess at build-out and is reviewed every 10 to 15 years. About a dozen speakers addressed the Thanksgiving Point area development, traffic, density and crime, accessory dwelling units, an east-west road, how the changes affect agricultural parcels, and a request to consider mixed use on 1200 West. The council tabled it to regroup at the December work session, asking Engineering for figures at 50 and 25 percent, a boundary of 150,000 population or lower, an invitation to the Planning Commission, and a Planning analysis of how comparable cities adopt ADUs.

    • Condition: return in December work session with Engineering figures at 50 and 25 percent of build-out and a 150,000-or-lower population boundary

Moved by Council Member Chris Condie, seconded by Council Member Paige Albrecht. Vote: Unanimous, 5-0
