Bullock annexation

Annexation of 1.33 acres with A-1 agriculture zoning. The owner asked for exceptions in the annexation agreement over a long-standing loss of irrigation water; the council tabled it in November 2021 so staff could cost out the requests. The applicant had the item pulled in January 2022.

Neldon and Jewel Bullock annexation, 1.33 acres at 2100 North, west Lehi

    Tabled · 5-0

Applicant Jewel Bullock said her irrigation water was cut off nearly 20 years ago and she suffered damages, and asked to annex with exceptions to remedy her losses. Mr. Mansfield, Carolyn Lucas and a speaker named Anna supported her requests; Michael Morgan said the canal was an open ditch and access to water was blocked by a nearby development. Mayor Johnson said before the meeting that city staff had made fair recommendations but she was requesting more. The council tabled the agreement (Resolution 2021-64) and the annexation ordinance (2021-65) to December and directed staff to put values on the requests, including water share assessments, and to understand what the water rights entail.
