Curb Cart Concrete development agreement

Randy Yates' company proposed a development agreement to operate a wet-mix concrete batch plant on a Heavy Commercial parcel along State Street; the council had earlier said it would consider an agreement. On Sept. 19, 2023 a motion to deny failed 2-3 after strong resident and neighbor opposition, and the minutes record no further action.

Curb Cart Concrete development agreement for a concrete batch plant (Resolution 2023-62)

    No action · 2-3

Applicant Randy Yates said the plant would produce about 3 to 4 carts a day, is a wet plant with sealed tanks, and makes no dust. Council Member Albrecht asked about dust control and loading, and Mayor Johnson asked about storm drainage. Ten speakers opposed it, citing dust, noise, truck traffic, property values and fit with State Street; Michelle Stallings questioned the process because a similar request was previously denied. Council Member Koivisto said she opposed it because the site is not zoned for the use, and Council Member Condie said it did not meet the zone and community standards. Council Member Albrecht said she was impressed with the facility but found the agreement less specific than she hoped. Council Member Condie moved to deny, finding the use did not provide enough mitigation to achieve the vision for State Street. The roll call was 2 yes (Condie, Albrecht) and 3 no (Koivisto, Southwick, Hancock). The minutes describe the result as the motion 'denied 3-2', and no later motion on the agreement is recorded.
