Master Transportation Plan amendment adding Clubhouse Drive to Redwood Road connector (Ordinance 61-2023)

    Approved with conditions · 3-1

Mayor Johnson said the line on the map is not a fixed alignment; the city needs to designate an area so UDOT can proceed with its study, and there will be further chances to comment. Ryan Hales presented the update and members discussed the 2100 North freeway, which was planned for 2029 but may move up to 2025, Porter Rockwell Boulevard, Pioneer Crossing and the status of funding for environmental studies. Council Member Koivisto questioned whether the extension is needed. Opposed speakers included an attorney for a ranching family and a development company who said the family learned of the route a month earlier and warned of legal challenges, family members who said they would not sell and that corridor preservation funds cannot be used for eminent domain, Holbrook Farms residents (including Jeremy Baker and Starley Basinger) who said the road helps neighboring cities more than Lehi or would affect safety near 3600 West, and Michelle Stallings, who asked why an alignment should be chosen before UDOT finishes studying options including a no-build alternative. Utah National Guard engineering director Col. Venswolf said the area is government-controlled land and that 3600 West might be the best option for now; Paul Raymond cited House Bill 265 and consultation with Camp Williams. Howard Cook of Gartner said the company wants to help reduce the impact. Council Member Koivisto moved to table, with findings that the amendment does not conform to the general plan, would direct traffic into a congested neighborhood and overlooks the faster 2100 North timeline; it failed 1-3. Council Member Condie then moved approval using the alternative route presented that night, noting the city agrees an additional east-west connector is needed; it passed 3-1.

    • Earlier motion to table (Koivisto/Condie) failed 1-3

Moved by Council Member Chris Condie, seconded by Council Member Paul Hancock. Vote: 3-1; Council Member Katie Koivisto voted no; Council Member Paige Albrecht absent
