Item PC 2.1 · Presentation
UTA station area plan for the Thanksgiving Point FrontRunner station
Discussed
Planning Director Kim Struthers said UTA is studying its 11-acre parcel at the station, as the council asked when it approved the transit-oriented development concept plan, and is working closely with the developer. The study is in its community engagement phase, with an open house planned and a goal of finishing by mid-September. Mike West explained the housing and transit reinvestment zone requirements, said demand is high for apartments with some retail, and showed possible design and land use options aimed at creating a sense of place.
Item PC 2.2 · Presentation
Moderate-income housing goals
Discussed
Brittany Harris said the city needs six moderate-income housing goals for priority state funding and that state reporting requirements are more in depth. A station area plan goal at Thanksgiving Point is already underway. Other options discussed included a housing and transit reinvestment zone, reducing residential parking requirements, allowing higher density near transit corridors, a moderate-income overlay zone, twin homes in all residential zones, reducing the downtown overlay to allow more units on Main Street, detached ADUs on one-third-acre lots, dropping garage requirements for detached ADUs and changing the definition of family to occupants. Harris will bring final goals back for approval.
