Vince Olcott of MHTN Architects said all phases total $5.8 to $5.9 million, with $1 million allocated for the first phase. Four pickleball courts cost about $173,000 without lighting; a 7,000-square-foot concrete skate park is about $450,000 and a 12,000-square-foot park about $926,000. Economic Development Director Aaron Sanborn cited noise studies of 64 to 78 decibels for concrete skate parks. Council Member Colby Curtis noted the skate park would be about 500 feet from a kestrel box and suggested using future impact fees; Council Member Carolyn Love wanted to prioritize the skate park; Council Member Melissa Clark noted skate-related issues at nearby businesses and churches; Council Member Donna Burnham raised funding, phasing and vandalism concerns. Parks Director Brad Hickman opposed removing other amenities to fund it. The council approved the site plan with the larger skate park in place of pickleball courts. Residents and a skate coach spoke in favor at public comment.

Mumford said the council had asked staff to explore a skate park, and the change order covers design and construction documents with Spohn Ranch through MHTN Architects for the 12,000-square-foot park. Estimates: $450,000 (7,000 sq ft) and $926,000 (12,000 sq ft) for concrete; $173,000 for pickleball courts without lighting. The skate park would be about 160 feet from the nearest homes and 650 feet from a kestrel box. The motion directs staff to study sound mitigation and wildlife effects.
