Concerns included septic feasibility, dependence on the Arrival development and whether one-acre lots could be requested later. Applicant representative Kim Rindlisbacher said septic systems had not been researched. Council Member Gray opposed granting vested rights for 2.5-acre to 5-acre lots for a project not developing for several years.

The request is next to the Arrival subdivision; the applicant intends to develop 22 acres and leave the rest as open space. Staff recommended tabling for a master development agreement and open space zone, or denial. The city attorney noted septic concerns, and staff said the Army Compatible Use Buffer land acquisition does not depend on the annexation. One resident spoke at the hearing. The council tabled the ordinance.

    Butterfield annexation petition

    Approved · 5-0

The council accepted for review a petition submitted June 3, 2020 to annex 204.69 acres west of the Arrival subdivision (Utah County parcels 58:044:0011 and 58:044:0012). Applicant Kim Rindlisbacher plans to develop 20 acres; city standards require a 160-acre minimum, so the whole property is included. The General Plan designates the land Open Space and Parks; Rindlisbacher said the owners were not notified of this. Council Member Colby Curtis clarified that accepting the petition does not approve the annexation or any land use.
