Arrival second amendment to master development plan

    Approved · 5-0

The council approved the second amendment to the Arrival master development plan, reducing lots from 178 residential plus one church parcel to 175 residential plus one church parcel on a plan redesigned for septic drain fields after shallow bedrock and poor soils; state and county health rules now require two redundant drain fields per lot. The Planning Commission recommended denial 3-2 on May 12 over connectivity, lot sizes, septic on half-acre lots and lots next to Camp Williams and North Ranch. The plan adds a 2.16-acre park. Lots over 2 acres rise from 6 to 9, lots of 1 to 1.99 acres fall from 137 to 119 and lots of 0.5 to 0.99 acre rise from 36 to 48. Applicant Scot Hazard said two lots were removed to add a connecting road. Council Member Jared Gray asked whether the plan follows the original agreement; Community Development Director Steve Mumford said no large-lot percentage was required and density dropped slightly. Support emails came from two area residents.

Arrival Phase B preliminary plat amendment

    Approved · 5-0

The council approved the amended preliminary plat, which complies with standards except the septic prohibition on half-acre lots; an exemption may be granted since sewer is unavailable. Gray noted the developer's park cost three lots and said he appreciated adherence to the agreement's intent.
