After a public hearing, the council approved the ordinance creating the Commercial Regional Zone and making gas/service stations and auto sales/minor services special uses. Bettina Cameron, for the Eagle Mountain Wildlife Group, asked to ban piping of natural washes and proposed a 50-foot setback from wash edges, as recommended by the state Division of Wildlife Resources. Staff will remove language allowing piping and add that washes be preserved and deeded to the city when possible. Mumford said he preferred some flexibility on setbacks.

After a public hearing with no comments, the council replaced the existing commercial zone with two new zones, Commercial Neighborhood and Commercial Community, to implement the General Plan. The Planning Commission had recommended approval on March 10 and allowed state liquor stores in Commercial Community. The motion added a footnote prohibiting special uses other than civic and residential until standards are adopted, directed staff to define small, medium and large grocery stores (small in Commercial Neighborhood, medium in Commercial Community) and removed climate-controlled indoor storage units as a permitted use in Commercial Community. Curtis, Clark and Love favored limiting storage facilities; Burnham worried about civic and healthcare uses.
