    PARC tax advisory board recommendations

    Discussed

Board chair Brian Thompson said available funds fell from $1.15 million to about $920,000. Recommendations included full funding for the DUP ($1,200) and Friends of the Library dictionary project, four sewing machines for the New Friends Quilt Circle, two Harrington concerts in the park (about $2,750 each), Fork Fest and Chalk Fest, reduced Timpanogos Arts Foundation funding, $110,000 for library reading room renovation, and $150,000 of a $300,000 request for the Boat Harbor. Community Services Director Camden Bird said the Boat Harbor phase one (restrooms, rental facility, plaza, beach, parking and entry building) is budgeted at about $3 million with a $1.5 million Utah County restaurant tax match; Carroll and Shelton said the council had not been briefed. Council members asked large recipients to submit five-year plans.

PARC tax recommendations and Boat Harbor matching funds

    Discussed

Bird said Utah County's TRCC tourism tax grant covers 50% ($1.45 million) of the $2.9 million phase one Boat Harbor project, tied to a Utah Lake Commission plan for non-motorized recreation and the Lakeshore Trail; the rest would come from a Utah Outdoor Recreation Grant, in-kind work, impact fees and PARC tax. Taylor, Shelton, Carroll and Barnes questioned whether residents use the harbor and said the county should return tourism tax proportionately (Shelton cited $4.3 million to the Provo airport). Mayor Frost suggested scaling the project or seeking a three-year match. Taylor will ask the PARC committee to reconsider the $150,000 in PARC funds allocated.

Proposed PARC tax allocations and Boat Harbor

    Discussed

Brian Thompson of the PARC advisory board said $150,000 first earmarked for the Boat Harbor was redistributed: restoring Youth Choir ($20,000), Wasatch Winds ($23,000) and other TAF groups, funding the library Book Fairy project, the Quail Cove restroom and scoreboards; the library programming room would get $110,000. Utah County offered about $1.4 million (half the city's $2.9 million request) as a matching grant from tourism tax; a $500,000 state match was not won. Taylor said he would vote against PARC money for the harbor and suggested asking the county for a 3:1 match; Shelton asked that such grant applications come to the council first. Mayor Frost said the decision could wait a year. Christiansen backed $6,400 for quilting circle sewing machines.

Possible purchase of Kester open-space parcel near boat harbor

    Discussed

City Administrator David Bunker said Joel Kester, a partner in the company owning a 4.2-acre parcel north of the boat harbor on the east side of 100 West, has discussed selling it; an appraisal is weeks away, a nearby industrial parcel appraised at $3.10 a square foot, and Kester suggested part could be donated. Bunker noted Kester knows Council Member Shelton. Part of the land is wet. Shelton supported buying it for trails and as wetland mitigation that could free up Mountain Meadows Park; Christiansen agreed; Barnes asked that price talks go to a closed session and that the Parks and Trails Committee weigh in. Consensus: pursue negotiations.

    • Parcel: about 4.2 acres, north of American Fork boat harbor
    • Comparable: industrial parcel appraised at $3.10 per square foot

County TRCC grant for boat harbor master plan

    Discussed

Community Services Director Camden Bird said the county TRCC committee recommended $1.44 million for the boat harbor master plan, which Saratoga Springs and Vineyard have already used for their harbors; with a city match the project would be roughly $3 million, with water and sewer included. Mayor Frost said the money might be frozen after the first of the year. Shelton wanted any money spent on infrastructure and parking rather than a sand beach and cited three county algae-bloom alerts naming the harbor; Barnes wanted committee input. Staff said there is no penalty for unused money and in-kind work counts toward the match.

    • TRCC recommendation: $1.44 million; city match required; 4-5 years to spend

Utah County TRCC grant for American Fork boat harbor

    Discussed

Mayor Frost urged pursuing a county Tourism, Recreation, Cultural and Convention (TRCC) grant for the boat harbor, available until 2028, before the county commission changes. Community Services Director Camden Bird said the full harbor master plan is $5 million; phase one, about $3 million, covers the harbor, utilities and a beach, and the county grant of roughly $1.5 million would require a 50% city match that can include in-kind labor. Saratoga Springs and Vineyard signed similar agreements. Council members agreed to seek the agreement; Shelton wanted the contract to allow spending on infrastructure such as parking rather than a sand beach, and Carroll worried about competing with park land purchases. The mayor noted a separate $2.3 million MAG-funded trail segment.

    • Grant: about $1.3 million-$1.5 million (figures differ in minutes), 50% match, available through 2028
    • Earlier $300,000 city set-aside had been reallocated
