After neighbor outcry, council rejects annexation needed for medical office at 300 North

March 14, 2023, 7:00 p.m. · American Fork City Hall, 31 N. Church St.

Facing a room of residents upset that they weren't notified before a January rezoning, the council unanimously rejected the Truman annexation petition for 0.978 acres at 1054 E. 300 North, which Premier Family Medical needed to combine parcels for a three-story medical building. The council also annexed the 1.07-acre Shelley-Aston property, denied an accessory building code change it wanted reworked, and set an expiration for site plan approvals.

Residents John Allen, Melonee Baron, Kline Bradford, Brian Bready, Tim Bahoravitch, Brandon Mitchell and Tori Bahoravitch opposed the annexation and proposed three-story building at 300 North and North County Boulevard, citing traffic, children walking to two schools across unguarded crosswalks, the building's size, and a lack of notice before the Jan. 24 zone change; several asked the council to reverse that rezoning and start over, and Tori Bahoravitch urged an update to the 2005 general land use plan. Holden Holt, CEO of Premier Family Medical, apologized to anyone who felt unheard and said the practice wants to consolidate two offices; physician Doug Mower said the current building is 35 years old. Steven Lott asked to present on the disc golf course; Rio Honaker raised south-side traffic; Nicholas Merrill urged pursuing bike and pedestrian funding. Resident emails were attached to the minutes.
