Finance Director Anna Montoya reviewed fitness center, broadband, technology, cemetery perpetual care and RDA budgets, and staff discussed 1100 South and 1500 South road projects.

Item 1 · Roads and utilities
Sidewalk management plan and 50/50 program
Discussed
The city replaced 2,230 linear feet of sidewalk and 880 feet of curb and gutter. A new ranking would prioritize defects by severity and responsibility. Under the 50/50 program a homeowner requests, the city checks eligibility, the homeowner hires a contractor (or the city's, or does it themselves) and has 60 days to finish; the city waives right-of-way fees and reimburses a share, first come, first served. Staff said sidewalk funding falls short of needs and will ask for more.
Item 2 · Budget
FY2024 perpetual care, IT, broadband, fitness center and RDA funds
Discussed
Fitness center revenue up 5.5%, operations up 15.5%, with a smaller general fund transfer. The broadband network operations center is fully leased, but the general fund still subsidizes over half its cost. Departments will direct their own IT charges. Cemetery lots average 131 a year, paying off the loan in about 10.5 years. Active RDAs are the Egg Farm and Patriot Station; staff discussed the 1100 South and 1500 South projects, the need to talk with UDOT about 1500 South, and the Vineyard Connector.
