Proposed changes include a new R-1-2.5 residential zone and more infill options such as cottage lots, cluster subdivisions and accessory units, replacement of the CP commercial zones with C-1, C-2 and C-3, new community facilities and Canyon Gateway zones, junk yards becoming a nonconforming use, new historic resource chapters and revised overlays for flood, sensitive lands, airport, 12th Street Corridor, live/work and East Central. Next steps are monthly meetings with the advisory committee and Planning Commission, refining special use chapters and moving to a final draft for adoption.

Zone Ogden development code update
Discussed
Senior Planner Brandon Rypien and consultant John Jensen of Logan Simpson said drafting is nearly done. Topics were how to transition to the new code (staff recommend adopting it with a delayed effective date of three to six months), replacing the 'family' definition with 'household' with a 15-person maximum and no more than three rental contracts, whether to lower the sexually oriented business threshold from 15 to 5 percent of floor area, and landscaping standards tied to water conservation. Council members questioned the 15-person cap without regard to square footage or bathrooms. Landscaping and accessory dwelling unit standards were pushed to January.

Zone Ogden update
Discussed
Senior Planner Brandon Rypien said the unified development code would combine four titles (subdivisions, zoning, landmarks and signs) into one document, after six open houses and more than 40 listening sessions. It is to allow accessory dwelling units in all residential zones, smaller lots for ownership, bicycle parking, formula-business rules for 25th Street, historic 'mothballing' standards and water-wise landscaping. The full draft is due Feb. 11, 2026, an open house is set for Feb. 25 and a Planning Commission hearing for March 11.

Staff covered private streets (a 'minor private street' for six or fewer lots maintained by an HOA or agreement; Council Member Kevin Lundell worried about defunct HOAs), home occupations in garages with one outside employee, a limit of about 10 chain businesses downtown (about four now), and signs (20-foot height cap, content neutral, time limits on non-permanent signs). Parking was not reached for lack of time.
