Proposed amendments to Title 8 (airport code), Chapters 1, 4 and 8
Discussed
Community and Economic Development Director Jared Johnson, Airport Director Brian Condie and consultant Ryan Leick of Ascension Group Partners said the first phase covers definitions, aeronautical activities (including fixed base operators) and airpark minimum standards. The regulations would be rewritten to a higher standard and moved to the administrative code, where changes need only mayoral approval; the council would receive an annual report and could still amend the policy. Council members worried about ceding control, citing earlier airport proposals that did not pan out. Dave Graf and Richard Hyer said they wished council members had been part of the meetings developing the proposal, and Hyer wanted to hear from airport users. Bart Blair said he is comfortable with Condie's vision and believes Administration should run day-to-day operations. Garret Hain of Avflight, the fixed base operator, said his company cannot invest further until minimum standards and an administrative policy are in place. The council agreed to put an action item on the Aug. 19 agenda alongside a work session discussion.

Title 8 airport code amendments (work session discussion)
Discussed
Consultant Ryan Leick said every Utah airport except Ogden and Provo has moved from ordinance to administrative policy, and presented benefits such as flexibility and an annual report to the council. Council Member Shaun Myers and Council Member Bart Blair expressed support for Administration's direction; Vice Chair Richard Hyer supported best practices and suggested a council member serve ex officio on the Airport Advisory Committee, which Myers said was not needed. Airport Director Brian Condie said a consultant is needed for a strategic plan.

Ordinance 2025-26: airport code, Title 8 Chapters 1, 4 and 8
Approved · 7-0
The ordinance revises definitions in section 8-1-1 and removes aeronautical activities minimum standards (Chapter 4) and airpark minimum standards (Chapter 8) from the municipal code, as the first phase of a six-month, multi-phase airport rewrite. Community and Economic Development Director Jared Johnson said later phases will cover leasing, rents and fees, rules and development standards. Council members Ken Richey, Dave Graf and Bart Blair thanked Administration; Graf said the current setup is a remnant of the prior form of government. City Attorney Gary Williams advised the council could adopt the ordinance as written with edits to follow in later drafts, and the council agreed. Vice Chair Richard Hyer asked that the next draft include annual report format and timing and possibly a council seat on the Airport Advisory Committee; Council Member Angela Choberka asked for a website page on how to give input. Heath Satow told the council the implications were not discussed enough and that it should keep meaningful oversight. Mayor Nadolski called it the most difficult issue he has handled as mayor. The roll call was 7-0; the minutes' motion text names Ordinance 2025-23, which appears to be a clerical error for 2025-26.

Title 8 airport code amendments, phase two: lease policies
Discussed
Community and Economic Development Director Jared Johnson, Airport Director Brian Condie and consultant Ryan Leick introduced phase two, which would move large sections of Title 8 Chapters 3 (commercial activities, mainly leases) and 5 (rates and charges) into Title 11 of the administrative code. Condie described shared responsibilities of Administration, mayor and council. Discussion covered financial effects, lease terms, alignment with FAA guidelines, how and how often lease rates are set, minimum maintenance standards in new hangar leases and the council's desired amendments to the earlier ordinance.
