    Approved with conditions · 2-2

The council approved changing 1.08 acres from very low density residential (VLDR) to neighborhood commercial (NC) on a tie broken by the mayor. Applicants Lee and Mary Kelly were present; Ms. Kelly said the change would not affect the whole area and that staff agreed with her. Council Member Katie Koivisto said she is protective of low-density areas and cautious about general plan changes. Council Member Paul Hancock said he was uncomfortable changing the general plan so soon after it was updated and that no reason for the change had been given. Council Member Mike Southwick said the use could fit; Council Member Chris Condie agreed with him and cited Planning Commission comments and safety. Hancock and Koivisto voted no, Southwick and Condie yes, and Mayor Mark Johnson voted yes to break the tie.
