A to Z Building Blocks addition site plan

    Approved with conditions · 3-1

The plan was moved off the consent agenda. In the work session enrollment had risen to 200 children and 22 staff, raising required parking from 39 to 42 stalls against 20 provided; applicant Jody Zabriskie offered one or two more stalls but preferred a larger playground. The council approved with two conditions: add one onsite stall and resolve all staff redlines. Wright opposed.

Moved by Council Member Colby Curtis, seconded by Council Member Donna Burnham. Vote: 3-1; Wright voted no

A to Z Building Blocks addition site plan

    Tabled · 5-0

Planner Steven Lehmitz presented an application to add 3,268 square feet to a 4,990-square-foot daycare building; an earlier site plan approved July 6, 2021 had expired. The code requires 39 parking stalls, one per 10 children, for up to 190 children and 20 staff; 17 stalls are on site and 22 shared stalls are proposed from the neighboring Parkway Crossroads. Applicant Jody Zabriskie said the expansion adds infant and toddler classes and 10 employees, with peak hours 7:00 to 8:30 a.m. and 4:30 to 6:00 p.m. No traffic study was provided. Wright raised under-parking and rear elevations, Gray opposed shared parking, Love wanted to review after staff redlines, Curtis said the code does not let the Planning Commission exceed 50 percent shared parking or skip a traffic study, and Burnham said the process was not followed and a traffic study is needed. City Attorney Marcus Draper said the council may take over land use authority from the Planning Commission.

    • Addition: 3,268 sq ft to a 4,990 sq ft building
    • Parking required 39, on site 17, shared 22 proposed

Moved by Council Member Colby Curtis, seconded by Council Member Jared Gray (table, assume land use authority under 17.55.100 and schedule for council action). Vote: 5-0

Moved by Council Member Melissa Clark, seconded by Council Member Carolyn Love. Vote: 5-0

A-to-Z Building Blocks site plan (work session)

    Discussed

Senior Planner Tayler Jensen presented a daycare in the Village Core zone for 20 staff and 190 children, needing 105 shared parking stalls with 117 provided but only 10 dedicated on the site. The Planning Commission recommended approval unanimously with three conditions. Applicant Jody Zabriskie said peak hours are 7 to 7:45 a.m. and 4:30 to 6:30 p.m. Love worried about the parking agreement if other high-parking businesses lease nearby; Gray doubted patrons would use non-adjacent parking; Curtis asked for data on the effect on future multifamily; Clark and Love asked for a parking plan when it returns. No vote.
