GOAL Foundation annual report
Discussed
Troy Calantine of the Get Out and Live Foundation reported 1,100 volunteers giving nearly 7,000 hours, 56 free community events, 170 children in outdoor camps, $27,500 donated to the Weber School Foundation and $5,500 in group grants. The Ogden Marathon generated over $2 million in economic impact, and its expo moves to Union Station for the May 16, 2026 race.
Public safety
Ogden Police license plate reader update
Discussed
Police Chief Jacob Sube said the department runs 41 license plate reader cameras (32 in the Project Safe Neighborhood area, eight at Business Depot Ogden and one mobile). Department policy keeps data 30 days rather than the nine months state law allows, requires supervisor or analysis-center searches with a case number, and shares data with 32 local agencies; no federal agency has direct access. The cameras take still images of plates and do not use facial recognition. Audits are biennial with quarterly spot checks, and the program is funded mainly by Project Safe Neighborhood grants.
Annexation
Consent to annex 3.96 acres at 2101 West Hinckley Drive into Roy City
Discussed
Steward Land Company asked the Council to consent to Roy City annexing about 3.96 acres of unincorporated land for residential development. State law requires Ogden's consent because the site is within 5,000 feet of the Ogden-Hinckley Airport runway. Planning Director Barton Brierley said staff found no airport concerns since the site is not in the flight path and recommended consent.
City code
Zone Ogden update
Discussed
Staff covered private streets (a 'minor private street' for six or fewer lots maintained by an HOA or agreement; Council Member Kevin Lundell worried about defunct HOAs), home occupations in garages with one outside employee, a limit of about 10 chain businesses downtown (about four now), and signs (20-foot height cap, content neutral, time limits on non-permanent signs). Parking was not reached for lack of time.
Appointment
Citizens Advisory Committee appointments
Approved · 7-0
The Council approved the mayor's appointments of Clancy Halsted and CodiAnne Nye to the Community and Economic Development Citizens Advisory Committee.
Appointment
Planning Commission appointment: James Humphreys
Approved · 6-1
Council Member Alicia Washington moved to table the appointment to Feb. 10 so she could discuss it in closed session; the motion failed. The Council then approved the mayor's appointment of James Humphreys.
Zoning
Ordinance 2025-40: rezone at 211 Patterson Street (tabled again)
Tabled · 7-0
Assistant Planning Director Joe Simpson asked for a continuance for more community engagement, saying the administration was working with residents on mitigation. Council Member Flor Lopez moved to table the ordinance until Feb. 3 and direct the administration to work with neighbors on a neighborhood improvement plan. Mr. Simpson noted any development of more than eight units will still need conditional use approval from the Planning Commission.

Ten golfers and golf course staff supported the mayor's decision to limit public access across the Mount Ogden Golf Course, citing safety, liability and course damage. Fourteen residents voiced concern about possible Ogden police cooperation with federal immigration enforcement and asked the Council to oppose 287(g) agreements and set written policies. Others criticized water rate increases and the WonderBlock parking structure debt, raised questions about surveillance cameras, and questioned how a 15-person household definition compares with home occupation limits. One speaker thanked the police for public safety.
