    Discussed

Senior Planner Brandon Rypien reviewed the draft General Provisions chapter, covering property boundary changes and land divisions. 2. City code

Title 10 amendments: enforcing traffic laws on Ogden School District property

    Discussed

Police Chief Jacob Sube proposed letting the city enforce its traffic ordinances on school district property by treating it as a public street, limiting penalties for adopted state traffic codes to those in city ordinance, and removing motor vehicle insurance language. Council Member Dave Graf asked about school enforcement; Sube said the city needs the ability to act in egregious situations. No opposition was expressed and action was to be scheduled for the following week.

  3. City code

Title 8 airport code amendments (work session discussion)

    Discussed

Consultant Ryan Leick said every Utah airport except Ogden and Provo has moved from ordinance to administrative policy, and presented benefits such as flexibility and an annual report to the council. Council Member Shaun Myers and Council Member Bart Blair expressed support for Administration's direction; Vice Chair Richard Hyer supported best practices and suggested a council member serve ex officio on the Airport Advisory Committee, which Myers said was not needed. Airport Director Brian Condie said a consultant is needed for a strategic plan.

  4. Public safety

Update on recent fires, including the 18th Street apartment site

    Discussed

Fire Chief Mike Slater said the city learned of security issues at the Lotus apartment site on 18th Street the Tuesday before the fire and the developer began securing it, but the fire still occurred. Of 14 similar sites under construction, 11 have complied with new fencing, camera and fire-watch requirements and the city is working with the other three. He said the fire was human caused but it is too early to say whether it was arson.

  5. Presentation

Recognition of Chief Mike Mathieu's four decades of service

    Discussed

The council and mayor presented a certificate to retiring Fire Chief Mike Mathieu, who served under four mayors. Mayor Benjamin Nadolski read statements from former mayors and presented keys to the city.

  6. Presentation

Recognition of Weber State University Spirit Squad

    Discussed

The council presented a certificate to the Weber State Spirit Squad and Director Summer Willis for four national championships at the National Collegiate Cheer and Dance Championships for the second consecutive year.

  7. City code

    Ordinance 2025-26: airport code, Title 8 Chapters 1, 4 and 8

    Approved · 7-0 · Ogden-Hinckley Airport

The ordinance revises definitions in section 8-1-1 and removes aeronautical activities minimum standards (Chapter 4) and airpark minimum standards (Chapter 8) from the municipal code, as the first phase of a six-month, multi-phase airport rewrite. Community and Economic Development Director Jared Johnson said later phases will cover leasing, rents and fees, rules and development standards. Council members Ken Richey, Dave Graf and Bart Blair thanked Administration; Graf said the current setup is a remnant of the prior form of government. City Attorney Gary Williams advised the council could adopt the ordinance as written with edits to follow in later drafts, and the council agreed. Vice Chair Richard Hyer asked that the next draft include annual report format and timing and possibly a council seat on the Airport Advisory Committee; Council Member Angela Choberka asked for a website page on how to give input. Heath Satow told the council the implications were not discussed enough and that it should keep meaningful oversight. Mayor Nadolski called it the most difficult issue he has handled as mayor. The roll call was 7-0; the minutes' motion text names Ordinance 2025-23, which appears to be a clerical error for 2025-26.

Resolution 2025-15: modifying the council's Rules and Norms

    Approved · 7-0

The resolution gives the Chair discretion to adjust time limits for public input, adds language on use of employee images on social media, bars media recordings during the public comment portion of meetings and adds an agenda category. Laura Lewis and Heath Satow asked the council to reconsider the speaking-time change, saying large turnouts are when people most need their full three minutes. Chair Marcia White said the council studied the issue at length. Council Member Dave Graf called the document a living document and said residents can reach him directly; Council Member Bart Blair said the Chair would use the tool only when warranted.

Moved by Council Member Richard A. Hyer, seconded by Council Member Bart E. Blair. Vote: 7-0
