Wildcat Square student housing and CRA survey area

Proposed four-story, roughly 513-bed student housing building on state-owned Weber State land under a 99-year ground lease. On May 12, 2026 the Redevelopment Agency board adopted a resolution (4-2 per the city's results report) authorizing a survey area to study a community reinvestment area; staff said it commits no funds and approves no project.

Wildcat Square Community Reinvestment survey area (work session)

    Discussed

Staff proposed a survey area on Weber State University land to study a community reinvestment area for Wildcat Square, a four-story, about 513-bed student housing building proposed by Keller Development Group on a practice field. Weber State said it has over 33,000 students and about 1,000 on-campus beds. Because the land is state-owned, staff proposed a privilege tax that would enable tax increment financing, as at Business Depot Ogden; the developer would hold a 99-year ground lease. Council Member Washington noted an existing developer agreement seemed to precede the RDA process and cited the Harrison Boulevard OGX station plan; staff offered to follow up. Survey-area designation was scheduled for the May 12 RDA meeting.

Wildcat Square Community Reinvestment survey area, RDA Resolution 2026-3

    Approved · 4-2

Sitting as the Redevelopment Agency board, the council considered a survey area on part of a parcel on the Weber State University campus bounded by Playfield Way, West Campus Drive, Village Drive and the OGX bus lane. The results report lists the resolution as adopted 4-2; no minutes of the RDA meeting were provided and the report does not name the two members who voted no. In public comment, Travis Pate said a report misstated the housing history near campus and that a reinvestment area could create a self-contained campus development.

    • Authorizes study only, per later remarks by staff

Vote: 4-2 (RDA board), per the city's meeting results report; the two no votes are not named

Public comment and mayor's response: federal hold facility permit and Wildcat Square

    Discussed

Several residents said federal data indicates overnight stays that may violate the facility's conditional use permit and urged reevaluation or revocation. Mayor Nadolski said the administration analyzed the same dataset, reached similar though not identical conclusions, found possible data entry errors that do not excuse the data, and directed the police chief to put ICE on notice to account for discrepancies. Other speakers asked about the benefit to Ogden of student housing at Weber State and about tax incentives. David Sawyer said last week's action only authorized a study of a possible redevelopment area, with a 'but for' analysis and a return to the Council before any further step. Chair Hyer and Council Member Richey said the land generates no tax now and increment financing would forgo only new value created by a project.

Community and Economic Development and Redevelopment Agency budgets

    Discussed

Executive Director Jared Johnson said the department budget fell just over $500,000 and the airport budget was cut $1 million, with no new airline routes close to announcement after Spirit Airlines' collapse. A fee study of building and business licenses is under way. The RDA budget includes a $2.5 million first-year capture in the Airport CRA, a $780,000 fifth payment to Union Pacific for the Union Station land, final payment on the 25th Street area debt, a $350,000 early payoff to Golden West on the Continental area and $1.5 million to housing and quality neighborhoods. Priorities include Wildcat Square, a Union Station historic reinvestment zone application, Capitol Square and the 5 Points study. Chair Hyer raised the balance of tenants and residents on the Airport Advisory Board. Proposed Schedule A changes would add $87,000 in RAMP revenue and move $335,000 for the 1100 North and Monroe signal into a holding fund until the community plan is updated.
