A-OK RV Park rezone, about 2000 South 800 West (Ordinance 20-25)
Continued · 4-0
The request would rezone 7.87 acres from Commercial to Recreation. Planner Russ Holley recommended approval conditioned on short-term stays of 30 days maximum, and the Planning Commission approved it 5-1 on September 10. A separate code amendment for long-term RV parks goes to the Planning Commission October 8, and Housley said the council could delay a legislative decision pending that amendment. Council Member Simmonds asked about long-term stays. The council continued it to November 3 as a workshop item.

RV park occupancy code amendment (Ordinance 20-30)
Denied · 5-0
The proposal would conditionally allow RV parks with stays over 30 days in the recreation zone. Staff recommended denial and the Planning Commission voted 6-0 against it. Rick Whiting, for the applicant, proposed a 90-day limit with conditions to support off-season workforce stays. Keegan Garrity agreed with staff and was unsure 90 days was right. Council Members Simmonds, Amy Anderson, Jensen and Mark Anderson said the council must vote on the noticed proposal and that any alternative would need new notice and review; López preferred Planning Commission input on any alternative. City Attorney Kymber Housley said either outcome requires re-noticing an alternative, and denial closes the proposal while remand keeps it pending. The council denied the ordinance as presented.

Workshop: RV park occupancy code amendment, Ordinance 21-02
Discussed
McKay Winkle sought to allow 90-day stays in recreation-zone RV parks and to change the RV park definition from 30 to 90 days, tied to a rezone of about 7.87 acres near 2000 South and 800 West that the property applicants later withdrew. Staff recommended denial, citing the general plan, compatibility, complaints and tourism. The Planning Commission voted 7-0 on January 14 to recommend approval with a 90-day maximum. Winkle asked for a 60-day continuance; Simmonds questioned whether the change should advance, and the chairman said the council should decide at the hearing.

RV park occupancy code amendment, Ordinance 21-02
Approved with conditions · 3-2
Applicants had asked to allow 90-day stays in recreation-zone RV parks, and later emailed to withdraw the related rezone, but the council was told the withdrawal could not be processed that late. Staff recommended denial under the general plan; the Planning Commission recommended approval 7-0 with a 90-day cap. Amy Anderson and Simmonds preferred 30 days, saying RVs are not built for long-term living; Tom Jensen and Chairman Mark Anderson favored 90 days; López suggested 60. The council voted 3-2 to amend the ordinance to a stay not to exceed 30 days. The minutes record no separate final vote on the amended ordinance.
