Maple View Subdivision (rezone and Planned Development Overlay)
A request to rezone about 10 acres from NR-4 to MR-9 was withdrawn in March 2026. The site returned as a Planned Development Overlay with 51 lots requested, cut to 40; the Planning Commission recommended 46 lots 3-2 and the council denied the 40-lot overlay 4-0 on August 18, 2026, leaving the land zoned NR-4.

Workshop: Maple View Subdivision rezone, Ordinance 26-07
Discussed
An agent for the Adams family trust asked to rezone about 10 acres west of Equestrian Estates in the Woodruff Neighborhood from NR-4 (about four units an acre) to MR-9 (up to nine). It is a zoning request only with no subdivision plan, and a small northwest corner lies in a landfill overlay where homes are not allowed. The Planning Commission recommended denial 6-0 after about nine residents spoke, most calling it incompatible with the single-family pattern. Council Member Simmonds said the Woodruff Neighborhood Plan intentionally included NR-4. City Attorney Craig Carlston said the city uses a Planned Development Overlay rather than deed restrictions, which takes about four months. Action was set for March 17.

Workshop: Maple View Planned Development Overlay, about 350 South 1400 West, Ordinance 26-15
Discussed
Planner Aaron Smith presented a Planned Development Overlay for about 10 acres in NR-4 that Steward Land Company asked to build with 51 lots; the Planning Commission recommended 46 lots 3-2. Proposed standards include 20-foot front setbacks on lots of 5,000 square feet or less, a 25-foot landscaped strip and 8-foot sidewalk along 1400 West and a 24-foot road to 200 South. Developer representative Brad Brown said the commission's mix pushes the project to its economic limits. Council members called 46 lots too dense and preferred 40 lots (14 large, 13 medium and 13 small), with larger lots on the east, no private HOA pump track and backyards covering the landfill overlay area. Brown agreed to present a revised plan. Action was set for August 18.

Maple View Planned Development Overlay, about 350 South 1400 West, Ordinance 26-15 (public hearing)
Denied · 4-0
The council denied the overlay for about 10 acres in NR-4, which keeps the property zoned NR-4. Steward Land Company, for the Adams Family Trust, proposed 40 lots reduced from 51: 14 of 10,000 square feet or more, 15 of 6,000 or more and 11 smaller. Staff said conventional NR-4 zoning would allow about 23 to 27 lots. Neighbors cited density, traffic, child safety and the density transition. No wetlands were delineated and staff relied on the National Wetland Inventory. Council Member López called the plan much better but wanted more large lots; Council Member Simmonds wanted at least two more large lots; Council Member Dahle had reservations about density and credited the revisions; Chair Johnson said the plan was not unreasonable but raised compatibility and affordability concerns. A motion to cut to 38 lots was withdrawn before the denial.
