Workshop: Cache Valley Marketplace concept plan

    Discussed

A concept plan proposed a $205 million redevelopment of the 28.62-acre Cache Valley Mall site with a 150,000-square-foot retailer, 346 apartments, a 156-room hotel with 21,000 square feet of ground-floor commercial and a six-lot subdivision; the existing mall has about 309,142 square feet of retail. Council feedback included keeping overall density at or below 13 units per acre, concern about doubled sign sizes, and a wish for a bus stop, more crosswalks and more open space. Feedback would go to the proponents; the Planning Commission hearing was July 13, with a council workshop August 1 and hearing August 15.

Cache Valley Marketplace rezone and PD-1 code amendment, Ordinance 23-28 (public hearing)

    Approved · 4-0

The council rezoned about 25.5 acres near 1300 North Main from Commercial to Commercial with a planned development overlay for redevelopment of the mall: a 150,000-square-foot big-box store, a 156-room hotel with retail, 346 apartments and about 21,000 square feet of retail, about $205 million in all. Standards include 60-foot building heights, 13.5 units per acre, 1,375 parking stalls against 1,140 required and three 11-foot monument signs of 108 square feet each. The Planning Commission recommended approval 6-0 on July 13. Eight residents spoke; questions covered the big-box anchor, traffic, historic character, the affordable-housing share, apartments versus single-family homes and space for local artists; Joanna Bennett asked for denial, and Michael Jewell and others supported or questioned it. Developers Drew Snyder and Mitch Hohlen said 10 percent of units would be affordable at 80 percent of area median income, ownership would be long term, about eight small tenants may return, and the anchor is needed for financial viability. Mayor Daines said concerns raised by an adjacent business owner were being addressed.

Cache Valley Marketplace Planned Development Overlay amendment, Ordinance 25-19 (public hearing)

    Approved with conditions · 5-0

Woodsonia Cache Valley LLC asked to drop a 156-room hotel and add a 62,000-square-foot mid-box retail building, and to reduce multifamily units from 346 to 312 with more three-bedroom units. Parking would be 1,265 spaces against 1,172 required, density 12.2 units per acre, and the tallest building 50 feet. Finance Director Richard Anderson said commercial development generates more property and sales tax than a hotel. Vice Chair Johnson said the project lost character and felt like a mall; Chair Simmonds suggested second-floor housing. Developer representative Brady Morris said the hotel had no takers. Speakers favored more housing. A motion to deny was withdrawn, and the council voted 5-0 on an amendment to adopt Building F and deny Buildings B and E as presented; the minutes do not describe Building F.

The council adopted a second amendment to reflect changes to the commercial layout and the final design of the multifamily project at 115 and 155 East Cache Valley Boulevard and 1295 North 200 East; the mid-box building and one apartment building are under review and parking language for one building was revised to allow garages. The Planning Commission voted 5-0 on December 11. Vice Chair Johnson asked about lighting; planner Russ Holley said code limits light past the property line. Gail Yost asked why a hotel was not feasible. Council Member López said his concerns were addressed, Amy Anderson said the design improved and is no longer visible from Main Street, and Johnson said conditions at Target rule out a hotel.
