Logan council agenda for October 6 lists wastewater master plan, 100-townhome rezone and solid waste fee hearings
The October 6 agenda listed public hearings on the wastewater master plan update, a rezone of 5.08 acres at about 1200 West 200 South from Commercial to MR-20, $91,541 in budget adjustments and consolidated solid waste fees, plus workshops on a wildland-urban interface code, revised electric rates and $10,800,000 in carry-forward adjustments. Results are not yet available because minutes have not been posted.

Logan council adopts 700 South rezone and CDBG report 5-0; staff propose geothermal route to 50 percent renewable goal
The council voted 5-0 to rezone a 0.17-acre lot at 700 South 80 East to Community Commercial, approve the program year 2025 CDBG performance report and approve $13,163 in budget adjustments. Staff presented a Utah well-being survey and four options for reaching the 50 percent renewable energy goal by 2030, and the council directed staff to prepare a resolution seeking a regional geothermal share through UAMPS. Workshops previewed a 100-townhome rezone that staff recommended denying.

Logan council approves $883,206 utility billing software and fiscal 2026 carry forwards 5-0
The council voted 5-0 to appropriate $883,206 from enterprise fund reserves for replacement utility billing software, $172,366 in RAPZ funds, a $126,624 afterschool grant and $450,000 in county RAPZ funds for the Kunzler Trail, and to carry forward unspent fiscal 2026 appropriations. The RDA carried forward $50,000 for a turn lane tied to the Cache Valley Marketplace project. Workshops previewed a 0.17-acre rezone to Community Commercial and a federal block grant performance report.

Logan council denies 40-lot Maple View overlay 4-0, adopts wetland setbacks and cuts non-resident library fee to $125 on a 3-1 vote
With Council Member Katie Lee-Koven excused, the council voted 4-0 to deny the Maple View Planned Development Overlay, which had been cut from 51 lots to 40, and 4-0 to adopt wetland setbacks of 15 to 50 feet by use. It voted 3-1 to lower the non-resident library card fee from $163 to $125 plus a $10 transaction fee, with Chair Mike Johnson opposed, and 4-0 to approve Light and Power rate changes effective October 1. The council also heard a presentation on the roughly $300 million Logan River Watershed Project.

Logan council adopts 0.001085 property tax rate and $222.1 million budget 5-0 at truth-in-taxation hearing
At its truth-in-taxation meeting the council voted 5-0 to adopt a final property tax rate of 0.001085, which raises about $1.36 million for Fire Station 73 operations, a police officer and street lighting, and a fiscal 2027 budget of $222,136,462. Staff said the average $530,000 home would pay about $59 more to the city while Cache County cut its general levy by about $1.37 million.

Logan council rescinds airport authority withdrawal 5-0, rezones Adams lot 4-1 and tells Maple View developer to cut to 40 lots
The council voted 5-0 to repeal its December withdrawal from the Logan-Cache Airport Authority because the FAA requires city membership for grant eligibility, and to amend the 1992 agreement so Logan makes no direct financial contributions. It voted 4-1 to rezone a 0.21-acre lot across from the temple to Town Center Two, with Council Member Jeannie Simmonds opposed. Members told the Maple View developer they prefer a 40-lot plan to the Planning Commission's 46 lots. Mayor Mark Anderson reported on a weekend fire that used more than 30 percent of the city's water reserves.

Logan council rezones Cache Valley Boulevard site for a bar and a small Ellis lot 4-0; staff report on River Crossing townhomes sold at $279,000
With Council Member Melissa Dahle excused, the council voted 4-0 to approve parks fees, to rezone 1.76 acres at 185 East Cache Valley Boulevard from Commercial to Mixed Use for a proposed bar and to rezone a 0.31-acre lot in the Ellis Neighborhood from NR-6 to MR-12. Staff reported all eight River Crossing affordable townhomes sold at about $279,000 each. Workshops previewed a rezone to legalize a third unit on 200 East and Planning Commission recommendations on wetland setbacks.

Logan council adopts 180-day moratorium on data centers and data center power plants, reports say
A news report said the Logan Municipal Council voted on June 30 to approve Ordinance 26-12, a temporary land use regulation that bars the city from accepting or approving applications for data centers and data center power plants for 180 days, effective immediately. The report did not give a vote count. Council members said the pause allows time to study effects on utilities, land use and neighborhoods and to draft standards.

Logan council tentatively approves 22.88 percent property tax rate increase offset by county fire levy cut, reports say
The Herald Journal reported that the Logan Municipal Council voted unanimously on June 16 to tentatively approve a property tax increase of 22.88 percent, which raises about $1.36 million for Fire Station 73 operations, a police officer and street lighting and is offset by a reduction in Cache County's fire-related levy. The posted agenda also listed a tentative $222,136,462 budget, council salary schedules and rezones. The official minutes document posted by the city contains agenda text, so other results are not yet confirmed.

Logan council adopts business license and food vendor code changes 5-0; previews solar for new Public Works campus and $5.85 million COG grant
The council voted 5-0 to adopt amendments to the business license and mobile food vendor codes and to appropriate $30,000 from golf course reserves for equipment repairs. A workshop previewed $750,000 from electric reserves for rooftop solar infrastructure at the new Public Works campus and a $5,850,000 Cache Council of Governments grant for the 400 North and 600 West corridor.

Logan council budget workshop weighs 22.88 percent city levy increase offset by county cut to fund Fire Station 73
At a budget workshop with no votes, the finance director presented a property tax impact schedule for a city rate above the certified rate that would raise $1,360,000, with 0.00 percent net effect on an average taxpayer because Cache County reduced its general levy by about the same amount. Of that, $1,174,300 would fund Fire Station 73 operations. Departments presented budgets including a $6.9 million BioMag expansion, a $38 million Bioreactor 4 upgrade and police staffing needs.

Logan council approves fireworks closed areas and $6.08 million in budget adjustments 4-0; considers property tax shift tied to county fire levy
With Vice Chair Ernesto López excused, the council voted 4-0 to keep the same fireworks closed areas, to appropriate $6,000,000 in road reserves for the Public Works campus, which brings the project to about $60 million, and to cancel its July 7 meeting. Chair Mike Johnson sought feedback on raising the city property tax rate to offset a Cache County shift of the fire levy that would lower county taxes by an estimated $1.3 million for Logan residents.

Logan council budget workshop reviews $219.8 million proposed budget, 5 percent pay raises and council pay of $21,605
At a budget workshop with no votes, Finance Director Richard Anderson presented a balanced proposed citywide budget of $219,847,429, a 3 percent pay-for-performance raise plus 2 percent market adjustments, and utility-to-general-fund transfers generating about $7 million a year. HR proposed a council member salary of $21,605 and a mayor's salary of $130,914.32 for a June 16 hearing. Vice Chair Ernesto López was excused.

Logan council adopts Logan 2045 General Plan 4-0; mayor proposes fiscal 2027 budget with 3 percent property tax increase
With Vice Chair Ernesto López excused, the council voted 4-0 to adopt the Logan 2045 General Plan as amended, to approve parks and recreation fees and to approve $3.37 million in budget adjustments. Mayor Mark Anderson proposed a fiscal 2027 budget with a 3 percent property tax levy increase raising $185,700, which would add 0.37 percent to an average residence's total property tax bill, with a hearing tentatively set for August 11.

Logan council calls $200,000 developer assurance for Lloyd Estates and continues 2045 General Plan 4-0
With Council Member Melissa Dahle excused, the council voted 4-0 to adopt the 2026 CDBG action plan, to appropriate $200,000 in financial assurance funds from the Lloyd Estates developer, and to continue the Logan 2045 General Plan to May 5 without a new hearing. Members showed support for a corridor overlay option on 400 North, and workshops previewed parks and recreation fee increases and $3.37 million in budget adjustments.

Logan council hears $1.75 million wastewater grant and previews 2045 General Plan, CDBG plan and $200,000 Lloyd Estates funds
The council took no action items on April 7. Mayor Mark Anderson announced a $1.75 million federal grant to expand the BioMag system at the regional water reclamation facility, and workshops previewed the Logan 2045 General Plan, the 2026 CDBG action plan of about $550,000 and a $200,000 call on a developer's financial assurance for unfinished subdivision work.

Logan council approves UAMPS power pooling agreement 5-0, adopts Bridger downzone and $842,123 in budget adjustments; Maple View rezone withdrawn
The council voted 5-0 to approve the amended UAMPS power pooling agreement, to adopt a downzone of 0.22 acres from MR-20 to MR-12 and to approve $842,123 in budget adjustments including $400,000 for electrical construction and wildland reimbursements. The applicant withdrew the Maple View rezone before the hearing. Chair Mike Johnson arrived at 5:45 p.m., so the first vote was 4-0.

Logan council creates America 250 committee 4-0 and previews downzone, Maple View rezone and UAMPS power pooling agreement
With Council Member Melissa Dahle excused, the council voted 4-0 to create the Logan City Utah 250 Committee. Workshops previewed a downzone from MR-20 to MR-12 in the Bridger Neighborhood, a rezone of about 10 acres from NR-4 to MR-9 that the Planning Commission recommended denying 6-0, an amended UAMPS power pooling agreement ahead of the regional day-ahead market on May 1, and $842,123 in budget adjustments.

Logan council rezones South Main site to mixed use 5-0, adopts mission statement and approves $880,686 for line truck and golf carts
The council voted 5-0 to rezone 4.54 acres at 790 and 796 South Main from Commercial to Mixed Use, to adopt a new city mission statement and to appropriate $410,166 for an electric line truck and $470,520 for 60 golf carts. Mayor Mark Anderson presented the America 250 plan, including a goal of 75,000 volunteer hours and planting 250 trees. Council Member Katie Lee-Koven took part by phone.

Logan council continues library fee change to August 18 and approves police overtime funds; previews Logan Crossroads rezone
The council voted 5-0 to continue the proposed cut in the non-resident library card fee from $163 to $125 until August 18, 2026, after the county decides the future of its library. It approved $7,142 in police overtime funds and went into closed session about potential litigation and property acquisition. Workshops previewed a $410,166 line truck purchase, $470,520 for golf carts and a rezone of 4.54 acres on South Main.

Logan council ratifies Russ Holley as community development director and adopts bookshop and fairgrounds rezones
The council voted 5-0 to ratify Russ Holley as Community Development Director, replacing Mike DeSimone, and to adopt the 404 Park Avenue bookshop rezone, the 900 North right-of-way vacation, the Cache Valley Marketplace easement vacation and a $230,000 budget adjustment. It adopted the Fairgrounds North rezone 4-1 by roll call, with Council Member Jeannie Simmonds opposed. A library fee proposal was previewed for February 3.

Mark Anderson was sworn in as mayor with council members Ernesto López, Katie Lee-Koven and Melissa Dahle, and Mike Johnson led the council as chair. The council voted 5-0 to appropriate $65,126 in state and dispatch funds. Workshops previewed rezones to Neighborhood Center for a bookshop and a bakery-area lot near the fairgrounds, a vacation of the 900 North right-of-way and easement vacations at Cache Valley Marketplace.

Logan council approves $49.3 million for new Public Works building, leaves Airport Authority and appoints Melissa Dahle to vacant seat
The council voted 4-0 to appropriate $39,265,437 for a new Public Works building and $10,000,000 for the Electric Fund to buy the existing one, to withdraw from the Logan-Cache Airport Authority, to rezone 920 North 200 West to Community Commercial and to adopt a Cache Valley Marketplace amendment. By ballot it appointed Melissa Dahle, with three votes, to fill the seat vacated by Mark Anderson. Members thanked Amy Anderson, who was ending eight years of service.

Logan council elects Johnson 2026 chair, adopts bar license pool and wildfire code, previews $49 million Public Works building and airport authority exit
The council voted 3-0 with one abstention to elect Mike Johnson chair for 2026 and Ernesto López vice chair, adopted a wildland-urban interface code 4-0, combined bar and tavern licenses into one pool of nine 3-0-1, and approved $31,528 in police overtime reimbursements. Workshops previewed withdrawing from the Logan-Cache Airport Authority, a rezone at 920 North 200 West and a $49.3 million appropriation for a new Public Works building. The seat of Mark Anderson, who resigned to become mayor, remained vacant.

With four members after Mark Anderson resigned to become mayor in January, the council voted 3-1 to adopt flag lot and middle-of-the-block infill standards, with Chair Jeannie Simmonds opposed, and 4-0 to appropriate $15,263 in federal grants for police equipment. Mayor Holly Daines recommended an 8-foot shared-use path on the north side of Canyon Road, and members signaled agreement by nod. Staff previewed a wildland-urban interface code and a change to bar and tavern license limits.

Logan council approves $131,000 for dispatcher training; mayor plans to convey four parcels to BRAG for senior housing
The council voted 5-0 to approve $131,000 for training new dispatchers. After a hearing, Mayor Holly Daines said the city intends to convey four city-owned parcels of about 0.99 acres near 300 South 100 East to the Bear River Association of Governments for low-income housing, with a deed restriction; the council takes no vote on the disposition. Staff previewed infill and flag lot code changes.

Logan council adopts critical lands setbacks 4-1, narrows Historic District change 3-2 and approves Fremont solar agreement
The council voted 4-1 to adopt amended critical lands setbacks with a 40-foot minimum riparian setback and approved the Fremont solar power purchase agreement 5-0. It voted 3-2 to adopt only the cleanup option for the Center Street Historic District, adopted land code amendments 5-0, and approved a modified Cache Valley Marketplace overlay 5-0. Members agreed by consensus to keep emergency medical services with the Fire Department after it was the only bidder.

Logan council amends Willow Lakes Phase 5 overlay with trail cost share and continues critical lands setbacks 3-1
With Council Member López excused, the council amended the Willow Lakes Phase 5 overlay 4-0 to require a 3,800-foot public trail with the city paying up to $600,000, but the minutes record no final vote on the ordinance. After a long hearing it voted 3-1 to continue the critical lands setback ordinance to October 21 and approved $85,722 in budget adjustments. Staff presented survey results on Canyon Road and previewed a Fremont solar agreement, land code amendments, a historic district expansion and a Cache Valley Marketplace change. The council voted 5-0 to deny a request to rezone 20.06 acres at 1300 West 450 South from NR-4 to NR-6 and 4-1 to deny a small-lot rezone to Town Center Two, with Council Member Mark Anderson opposed. It voted 5-0 to continue the Willow Lakes Phase 5 Planned Development Overlay to October 7 so language can be revised, and approved a lighting incentive program and a $500,000 RDA contribution to a signal at 1250 North 200 East. Mayor Holly Daines was excused.

The council voted 5-0 to adopt a ban on camping and leaving belongings on public property, with removal required within 30 minutes of a city request, and approved $3.2 million in transportation funds, impact fee studies and fiscal 2025 carry forwards. Workshops previewed a 20-acre rezone from NR-4 to NR-6 that the Planning Commission recommended denying, a Planned Development Overlay for Willow Lakes Phase 5 and a small-lot rezone to Town Center Two. After a hearing in which most speakers opposed shrinking riparian setbacks from 100 feet to 25, the council voted 5-0 to continue the Critical Lands Overlay Zone amendment to October 7. It also adopted the national incident management standard and $47,449 in budget adjustments, and previewed a ban on camping on public property and fiscal 2025 carry-forwards. Logan council finalizes 0.000922 property tax rate and $218.8 million budget 4-0 at truth-in-taxation hearing
At the truth-in-taxation hearing, the council voted 4-0 to adopt a final certified property tax rate of 0.000922, a 2.9 percent increase of about $7 a year for a home and $13 for a business, and a fiscal 2026 budget of $218,796,527. Logan council approves electric rate increase 3-1 with higher returned-payment fee; readopts Nibley boundary adjustment
With Council Member Amy Anderson excused, the council voted 3-1 to adopt revised Light and Power rate schedules, an increase of about 2.77 percent averaging $2.48 more per resident, with Vice Chair Mike Johnson opposed over a higher returned-payment fee. It also voted 4-0 to readopt the Nibley boundary adjustment covering about 14.75 acres and to approve $309,276 in budget adjustments. Chair Jeannie Simmonds took part by phone.

Logan council approves library fees 5-0; staff outline solar options and 2025 transportation funding requests
The council voted 5-0 to approve library fee changes. Light and Power Director Mark Montgomery gave a solar feasibility update requested in March, with a lagoon site estimated at 8 megawatts, and Public Works presented two applications for regional transportation funding, including up to $6 million for the 400 North and 600 West corridor. Logan council tentatively adopts $218.8 million budget and 3 percent property tax increase; hearing held on 1250 North 200 East property trade
The council voted 5-0 to tentatively adopt the fiscal 2026 budget of $218,796,527 and a certified property tax rate of 0.000922, a tax increase estimated at about $7.69 a year for the average resident. It approved city payment of Tier 1 retirement contributions and set council pay at $20,152.43 a year. A hearing was held, with no vote, on a proposed trade of city land for a parcel at 1250 North 200 East to realign an intersection.

Logan council approves $263,921 in budget adjustments 5-0; Main Street underpass work to start this summer
The council voted 5-0 to approve budget adjustments including a $250,000 appropriation of street and engineering revenue for inspection expenses tied to Google Fiber, and canceled its July 1 meeting. Public Works said construction of a Main Street pedestrian underpass near 600 South will begin this summer and narrow Main Street to one lane each way for up to 60 days.

Members discussed adding a communications position.

Logan council rezones former Connect transit site and adopts Wilson Neighborhood Plan, both 5-0
The council voted 5-0 to rezone 4.47 acres at 754 West 600 North from Public to Commercial Services, to approve the 28-recommendation Wilson Neighborhood Plan, to close areas to fireworks and to amend the CDBG Annual Action Plan to add $5,000 for a homelessness feasibility study. HUD awarded Logan $558,464 in CDBG funds for 2025.

At a budget workshop with no votes, staff proposed a 3 percent property tax increase for the general fund and library, 100 percent city payment of required retirement contributions for Tier 1 employees, and a fiscal 2026 council salary of $20,152.43. Fire and community development presented their budgets, and the Redevelopment Agency reported $2.2 million in reserves.

Logan council approves $156 million drinking water plan, gateway sign rules and $5 million EPA wastewater funds
The council voted 5-0 to approve the Drinking Water Master Plan and capital improvement plan totaling $156,313,000, adopt gateway overlay and temporary sign rules, and appropriate $5,000,000 in EPA funds for the wastewater treatment plant. Mayor Daines and Council Member Amy Anderson said they will not run again in 2025, and residents objected to the council's January vote on a power contract. A CDBG plan was postponed pending final funding.

Logan council approves Power County power contract 4-1 and 911 fee increase
The council voted 4-1 to approve the Power County power sales contract with UAMPS, with Council Member López voting no, after a hearing with about 30 speakers, most opposed. It also approved a 911 dispatch fee increase and budget adjustments, ratified the library director, and previewed the $156 million drinking water master plan.

The council voted 5-0 to raise golf and venue fees, adopt itinerant merchant rules and approve a public art plan, and voted 4-0 with one abstention to appropriate $10 million from water reserves and authorize up to $40 million in bonds for the First Dam tank and lines. Council Member Simmonds asked for a study of at least 15 megawatts of solar with battery storage, to be presented July 15.

Logan council merges Logan and North Logan fire and EMS service and raises landlord and building permit fees on 4-1 votes
Meeting by Zoom, the Logan Municipal Council approved an interlocal agreement to combine Logan and North Logan fire and EMS services and rezoned about 3.3 acres near 200 North 1375 West. It approved landlord license fee changes and a building permit fee increase, each 4-1 with Council Member Jess Bradfield voting no. A Redevelopment Agency discussion of the downtown Center Block ended without a decision.

Logan council holds long Center Block public hearing, continues it to March 17, and approves $287,433 budget adjustment
The Logan Municipal Council approved a budget adjustment of roughly $287,000 in grants, reserves and donations, then convened as the Redevelopment Agency for a public hearing, running from 6:46 to 9:12 p.m., on three competing proposals for the downtown Center Block and Emporium Block. No decision was made and the discussion was continued to March 17. Earlier, residents of a Meadows Circle neighborhood spoke against an off-leash dog pilot park.

Logan council passes impact fee plan and public intoxication ordinance, then hears competing downtown Center Block proposals
The Logan Municipal Council voted 5-0 on a $69,605 state alcohol enforcement budget adjustment, a new impact fee facilities plan and an ordinance extending public intoxication rules to all alcoholic beverages. In a separate Redevelopment Agency workshop, the mayor presented the city's Cowboy Partners plan for the Center Block and business owners presented alternatives. No vote was taken on downtown.

Logan council delays plastic bag ban start to July 31 and approves $71,080 wildfire budget adjustment
The Logan Municipal Council voted unanimously to move the effective date of its disposable plastic bag prohibition from April 22 to July 31, 2020, after Richmond's mayor asked for more time so Cache County could join the effort. It also approved a $71,080 budget adjustment for wildland fire reimbursements and held a hearing on proposed impact fee facilities plans. Workshop items covered an alcohol enforcement grant, a public intoxication ordinance change and the 2020 federal block grant plan.

Logan council adopts Blue Trail Master Plan and a budget adjustment including $400,000 for trail work
The Logan Municipal Council unanimously approved the Logan River Blue Trail Master Plan and a budget adjustment that includes $400,000 for trail improvements tied to the Kunzler property. It also heard that Logan's flood insurance discount rose from 10% to 15% and received a plastic waste program update. A $71,080 wildfire reimbursement adjustment was previewed for February 4.

Logan council swears in members, picks Amy Anderson chair, and moves two budget and grant items
