Joint discussion: UTA Station Area Plan for the Thanksgiving Point FrontRunner station

    Discussed

Consultants presented a preferred concept for the 11-acre UTA parcel with 200 residential units in two buildings plus office and retail space. Council Member Katie Koivisto said she was concerned about adding office space in an area she believes already has too much. Jordan Swade of UTA said UTA would like its office space used for a specific purpose such as academics and plans a master development agreement that would include a traffic analysis. Planning commissioners asked for taller residential buildings (Tyson Eyre), more of the allowed units in this area (Heather Newall, Emily Britton, Scott Carlson), complete pedestrian and bike connections, and enough parking; Swade said the unit count came from negotiations with Stack Development.

Thanksgiving Point area plan amendment update (pre-council)

    Discussed

John Bankhead said trigger points for the area plan have been identified and will be in the traffic report. Members discussed the land use table, with suggestions to add adult day care and assisted living. He said power limits will need to be addressed and that the power-based density cap (estimated at 800 units) will likely be lower than the traffic-based cap; the office cap will be based on acreage. He said impact fees should cover most improvements, the State would fund larger ones such as a Clubhouse Drive extension, and the city is also exploring a Housing and Transit Reinvestment Zone.

Lehi FrontRunner Station Area Plan, 11 acres (Ordinance 01-2023)

    Approved with conditions · 4-0

Jordan Swain of UTA said the plan is not an entitlement but a vision that lets UTA and others work together; many details remain. The Planning Commission suggested doubling the parking stall count. The council approved the plan with staff and Development Review Committee comments but removed the commission's parking recommendation, keeping the original 300 stalls with justification.
