Chris Bick, for the applicant, said the change would let the dealership improve the adjacent lot for its use, with landscaping, and is needed because regulations changed after the property was developed. Council members asked about unintended consequences; Struthers said only two other dealerships in the city could use the change and that the landscaping requirement benefits the city. Kenneth Glade said the city enforces its code with developers. The motion included Development Review Committee comments but not the Planning Commission comments.

Moved by Council Member Chris Condie, seconded by Council Member Mike Southwick. Vote: 3-0; Council Member Paul Hancock excused and Council Member Katie Koivisto had left the meeting
