Ordinance 2023-10-41. O'Brien said large vehicles maneuvering around small landscape islands make interior landscaping impractical, so the rules emphasize screening from the public right-of-way; islands are still required but not their landscaping. Staff initiated the change working with a developer whose project could not meet current rules. Barnes praised the flexibility for businesses.
