Council rezones 5 acres near Utah Lake shoreline for industrial use

November 28, 2023, 7:00 p.m. · American Fork City Hall, 31 N. Church St.

The council changed the land use and zoning for the Southam Industrial property at about 300 East 1700 South from shoreline protection and marina designations to industrial, though Council Member Staci Carroll voiced concern about industrial uses along the shoreline and asked the city to review shoreline protection generally. The council also approved the Freeman commercial site plan at 19 N. 900 West, the 10-acre Lakeland Industrial Park Plat B, and a sidewalk variance for Bonneville Vista Townhomes to save trees. A resident on 200 South said road widening would raise the street about 3 feet and cut off access to part of her lot.

Changes the land use designation from Shoreline Protection to Design Industrial. Carroll had 'heartburn' about industrial uses on the shoreline; O'Brien said heavier industrial uses like those to the east are possible. Owner's representative Gavin Winkel said plans are undefined, likely an office with storage yard on a long narrow lot, next to the sewer plant. Neighbor Elizabeth Phelon said the shoreline area is thick with midges, M-1 already allows a gas station, and she plans fishing access off the trail. There is a 400-foot shoreline buffer plus the trail. Shelton asked staff to reconcile land use and zoning maps; Carroll asked for a broader shoreline-protection review. Resolution 2023-11-42R.
