Council annexes 91.7-acre Harbor Road Plat E after dropping Vineyard Connector land donation

August 2, 2022, 4:00 p.m. · American Fork City Hall, 31 N. Church St.

In a special session, the American Fork City Council annexed about 91.7 acres at 500 West 1100 South into the PR-3.0 residential and shoreline protection zones, after removing language that would have had the landowners donate the future Vineyard Connector corridor; owners will keep and preserve that corridor for UDOT to buy. Woodside Homes questioned a planned north-south minor collector through the property. The council then had its annual open meetings training.

  1. Item SS1 · Annexation

Harbor Road Annexation Plat E (Ordinance 2022-08-35)

    Approved with conditions · 4-0 · 500 West 1100 South

Annexed about 91.7 acres into PR-3.0 and Shoreline Protection zones with an annexation agreement. The land use designation had recently been raised from very low to low density residential. Owners (represented by Ross Welch of PHI Properties; Woodside Homes is the builder) objected to conveying the Vineyard Connector corridor; the approved motion eliminated that conveyance, limited conveyance to a linear park under a power corridor while preserving open space, and kept three minor collectors including Lakeshore Boulevard and a north-south connector whose alignment can shift.

    • Acres: 91.7
    • Zones: PR-3.0 and Shoreline Protection
    • Owners' representative: Ross Welch, PHI Properties Inc.
    • Builder: Woodside Homes (Matt Loveland, Ginger Romriell)
    • Vineyard Connector corridor retained by owners for future UDOT purchase

Moved by Councilmember Taylor, seconded by Councilmember Carroll. Vote: 4-0; Hunter absent

  2. Item WS1 · Other

    Open and public meetings training

    Discussed

Legal counsel Cherylyn Egner gave annual open meetings training. Shelton asked whether the Chamber of Commerce, which receives city money, is subject to open meetings law; Egner said it is a separate entity acting as a contractor. Council discussed electronic participation.

What residents said

No one commented at the annexation hearing. Ross Welch of PHI Properties, representing landowners, objected to donating land for the Vineyard Connector, saying UDOT should pay; Matt Loveland of Woodside Homes questioned whether a north-south road must be a minor collector, which would bar driveways.
