   Soil samples showed the soil is unsuitable for residential or commercial use and violates state solid waste rules; the state could require the city to move it. The city manager said the city received a demand letter. Ciraco had reservations about the lack of a clear site plan.

   Gordo property update

   Discussed

   The proposed concept includes 1,500 parking stalls, 266 housing units, 50,000 square feet of mixed use, 100,000 square feet for a garage, transit and public safety, and 90,000 square feet of rooftop recreation. Soil remediation is estimated at about $4 million with cleanup to begin around May. Ciraco and Parigian were concerned about traffic and site suitability; Parigian opposed an RFP before public input; Rubell wanted a wide income range in housing. Consensus, with no formal vote: a majority supported soil removal and an RFP for remediation; the mayor requested public engagement and the site-use RFP is on hold.

   Gordo property feasibility

   Discussed

   The site has contaminated soils, a Public Works recycling operation and a surplus UDOT parcel acquired in 2016. Remediation is estimated at $3 million to $4 million, with $4 million set aside. A park-and-ride study estimated a rough cost of $31.8 million, with over 800 surface spaces or a structure that could allow 200 affordable housing units. Dickey said commercial uses were not needed; Doilney said some commercial would improve the arrival experience. Consensus: staff will return with concepts. No vote.

4. August 19, 2021 · City Council

   Soils management facility follow-up

   Discussed

   Four options were presented. Council Member Steve Joyce called it a $20 million problem and asked for a bid to haul away exposed soil. The mayor said the consensus was not to proceed with the repository and to favor continued outreach, a hauling study, sampling and re-engaging the EPA; staff confirmed the city would not pursue the state permit application.

5. July 15, 2021 · City Council

   Public hearing: soils management facility

   Discussed

   About 17 speakers raised the 1,000-foot stream setback exemption, lead and arsenic, wind-blown dust, costs and transparency. The Gordo site holds about 35,000 cubic feet of existing soil and the planned repository is up to 140,000 cubic yards; council must authorize staff to seek the stream-distance exemption. Staff cited about $17 million spent hauling soil to Tooele. No vote.

6. May 13, 2021 · City Council

   Park City soils (Gordo) stakeholder outreach

   Discussed

   Council discussed a possible 60-day pause and added outreach, including Summit County on the stakeholder list. Two residents spoke against a city soils repository, one suggesting Richardson Flat. No vote.

   The council raised the Daley Excavators contract by $1,000,000 (total up to $2,000,000) and the JWW Excavating contract by $200,000 (total up to $400,000); approved Texas Environmental Plastics for the Soils Management Facility Cell 1 liner (up to $308,990.70), Horrocks Engineers for project management and grant support 2021 to 2024 (up to $145,000) and Fehr & Peers for Short Range Transit Plan project management (up to $162,000).
