   High Valley Transit described a BRT project on SR-224 from Kimball Junction to Kearns Boulevard with dedicated lanes, planned for construction in 2025 and ending at the Old Town Transit Center. Cost is about $100 million (a 2024 estimate of $97 to $103 million, up from $70.9 million in 2022), with $64 million secured; Park City had budgeted $6 million, and a worst case of $20 million was mentioned. Mayor Worel favored moving forward; Council Member Ciraco wanted traffic metrics and noted costs doubled while the city share tripled; Council Member Dickey supported it with value engineering; Council Member Parigian supported a BRT in some form and committed $6 million; Council Member Toly noted workforce benefits; Council Member Rubell wanted value for money. County officials stressed that cancellation would harm state and federal relationships. HVT will draft a memorandum of understanding and the mayor will bring it to a council agenda. No vote.

   Bus rapid transit on SR-224, continued from joint meeting

   High Valley Transit said it withdrew the earlier $20 million request and scaled the project down, with dedicated lanes for 1.5 miles from White Barn to Thaynes Canyon Drive and parcel impacts cut from 62 to 31. Slides showed $66.75 million obligated against a $90 million cost; the minutes cite a $12.25 million funding gap while slides cite $8.25 million, and the record does not resolve this. Next steps: contractor selection in December 2024, a memorandum of understanding in February 2025, pricing in March and funding commitments in June. Council Member Rubell supports BRT but opposes road widening; Mayor Worel asked that the MOU return to a joint meeting. No vote. Council Member Dickey left at 2:25 p.m.

   SR-224 bus rapid transit alignment update (work session)

   Discussed

   Transportation staff answered earlier questions on congestion, 2050 travel-time modeling, lane widening of 9 to 10 feet and stop ridership (1,914 at Thaynes Canyon Drive; 380 at Snow Creek Drive). Funding includes a $25 million FTA RAISE grant and a $30 million UDOT grant. Council Members Rubell and Parigian did not support widening or thought the project did not fit city goals; Dickey did not want to jeopardize the UDOT relationship; Mayor Worel was concerned about funding and scope changes. Staff will analyze further and assemble a delegation to meet UDOT. No vote.

   Council Members said all members support BRT; Rubell said road widening has been a concern since 2022. The city manager and mayor will ask the UDOT executive director for a stronger UDOT leadership role; the mayor said UDOT does not plan to request a scope change from the FTA. No vote.

   Staff asked about a scaled-down station at Thaynes/Snow Creek, widening at Box of Rocks for dual left-turn lanes and widening within city limits. Total project cost is $119 million. Council Members Ciraco, Dickey and Rubell supported a small Thaynes station; Parigian opposed widening past Meadows Drive; Toly did not support a Thaynes station. No vote.

   High Valley Transit said construction has begun near The Canyons; Thaynes and Snow Creek stations will be smaller, with a 12-inch platform, and Box of Rocks gets two left-turn lanes onto Deer Valley Drive. The corridor widens 10 feet from Kimball Junction to Thaynes Canyon Drive; capacity is 10,000 riders a day, up to 50,000 for the Olympics. Possible land acquisition from Park Avenue Condos, Cole Sports and US Bank; a betterment agreement for city-funded upgrades was proposed. Council Member Parigian called the project a mistake and wanted city costs deducted from the contribution; the others supported a smaller shelter or windscreen. The mayor said the executive committee decision should wait for the next mayor. No vote.
