Quinn's Junction Park and Ride construction contract

    Continued · 4-1

Council voted 4-1 to continue the Wardell Brothers Construction contract after residents questioned the location, traffic study and coordination. The minutes do not capture who made the motion; Rubell seconded. Staff asked for a firm pause since the bid expires April 17, and members asked to review the existing traffic study. Cited funding included a $3.9 million Federal Transit Administration grant, $350,000 in transit sales tax and $1.8 million from Summit County with a 20 percent match; the current cost opinion was $4.3 million. Dickey was excused at 9:10 p.m. during this item.

Vote: 4-1; Council Member Max Doilney voted no

Quinn's Junction Park and Ride review

    Discussed

Staff reviewed the 2019 fatal flaw analysis, the 2021 traffic study and the budget. Phase one covers site work and the lot; phase two adds bus fueling, shelters, restrooms and a maintenance building. Funding cited was two Federal Transit Administration grants, a $405,000 Summit County grant and $962,733 in transit sales tax; estimated cost was about $7 million for both phases. The Richardson Flat site ranked lowest in the site analysis, and staff said the SR 248 and Highway 40 intersection is expected to fail with or without the project. Doilney and Gerber supported moving forward; Toly wanted resort funding commitments; Dickey wanted partnerships with the county, High Valley Transit and resorts; Rubell questioned the traffic assumptions.

    Remote parking update

    Discussed

Staff said the council paused the Quinn's Junction project over congestion, delaying it at least a year, and Richardson Flat was proposed as a temporary option. Funding cited was $3.8 million from UDOT, $405,000 from Park City for phase one, $1.8 million from a transit sales tax grant for phase two and $1 million in city transportation money as match. County officials asked about shuttle costs, road realignment and wetlands. Discussion continues at the next quarterly meeting.

    Regional remote park-and-ride

    Discussed

Sites discussed were Richardson Flat, the SR 248 interchange and Quinn's Junction. Doilney said research did not support Richardson Flat for the short term; Gerber favored Quinn's Junction next winter; Rubell said resorts and employers would not commit to Quinn's and was open to Richardson Flat this winter; Toly suggested workforce parking at Bonanza Park and Homestake. The city manager said there was no consensus on a short-term lot but consensus on long-term collaboration, and each council would name a member to a Regional Intercept Committee.

Recap of critical priorities and Gordo park-and-ride study

    Discussed

Council defined transportation and housing as critical priorities with four lenses and directed staff to study the Gordo site for a park-and-ride. A Deer Valley transportation manager opposed redirecting Quinn's Junction park-and-ride funding to Gordo, saying Gordo would take years. Doilney said building Quinn's Junction as an interim measure would help since it is mostly funded; Toly asked for a report card on the priorities next year.

    Regional park-and-ride study follow-up

    Discussed

The study drew 1,200 respondents; Kimball Junction is at capacity. Staff recommended a hybrid system with larger lots at gateways and smaller neighborhood lots. Members including Council Members Dickey and Toly said a Quinn's Junction lot is needed. No action.

    Long-term park-and-ride strategy (work session)

    Discussed

Staff compared Richardson Flat (leased, existing lot, soil cap, poor US-40 access) and Gordo (city-owned, easy US-40 access, soil remediation underway, would need rezoning). Deer Valley committed a $15 million match to related projects. Council Member Dickey favored Gordo; Council Member Parigian preferred improving Richardson Flat and keeping Gordo for Public Works and Transit; Council Members Ciraco and Rubell asked for more data on both; Council Member Toly favored both. No vote.

Park and ride options at Richardson Flat and Gordo (work session)

    Discussed

Staff presented Richardson Flat as main hub or Gordo as main lot. Cost figures included about $5.2 million for water to Richardson Flat, up to $1 million to connect Gordo to utilities, $780,000 for a pantograph charger and about $2 million per bus turn lane; cell phone data showed 64% of Richardson Flat users from Salt Lake County. Council Member Parigian did not want to spend $5 million on water there; Council Members Ciraco and Toly asked about soil and ownership issues; the city manager asked staff to study a flyover from US-40 and talk with the Richardson Flat landowner. No vote.

    Park and ride locations

    Discussed

Staff said costs are similar, with Gordo slightly cheaper, and recommended Gordo for cost, travel time and access; a US-40 off-ramp does not meet UDOT requirements. The mayor summarized consensus to study a blended model. Council Members Toly and Dickey favored Gordo; Parigian and Ciraco favored more service at Richardson Flat with an SR-248 access road. No vote.

Park and ride site selection (work session)

    Discussed

Deer Valley is contributing $15 million in private funds for a Quinn's Junction park and ride. Re-Create 248 needs at least $150 million and staff plans a local match of about $30 million. Staff recommended Gordo as the first-phase eastern capture lot, with Richardson Flat as a secondary option. Council Members Toly, Miller, Ciraco and Zegarra supported the first phase and environmental review; Council Member Parigian was neutral. Council Member Ciraco cautioned that Gordo is adjacent to Round Valley open space. No vote.

Re-Create 248 engineering agreement: Horrocks Engineers

    Approved · 5-0

Professional services up to $2,100,000 for environmental clearance, preliminary engineering and design, including the Gordo park and ride. The motion reads "$2,100,00," apparently a typo. A rough future cost of about $12 million was mentioned.
