Potential Historic Park City area plan
Discussed
About $20 million was invested in the area over 20 years. Infrastructure needs include waterlines, sewer lines, China Bridge parking maintenance and waste management contracts. Dickey preferred folding the work into the General Plan; Doilney wanted Bonanza Park to stay the current focus; staff will narrow the scope and return. No vote.

Main Street area plan advisory committee
Discussed
Calendar year 2023 visitors totaled 3,716,179, down 8 percent from 2022. Options were staff advice only, an advisory committee or a consultant-based process; topics include utility infrastructure (over $10 million of needed water and sewer work), the Land Management Code, economic enhancement and transportation. Rubell proposed a hybrid in which consultants produce a professional plan first and a committee refines it; the mayor summarized that three members favored it. Consensus: staff guide consultant scenarios, then take deeper discussion to the committee; Park Avenue north of Heber is removed from the boundary. No vote.

Main Street Area Plan discussion (work session)
Discussed
Economic development staff and Zions Public Finance presented concepts for private development on public land, including a hotel at the Flagpole and North Marsac lots, development over China Bridge, employee housing at the Sandridge lots and a new transit center. A Main Street redesign would cut parking from 160 to 80 spaces and add a bi-directional transit circulator; the Brew Pub Lot would become a gathering area with an ice rink and a Deer Valley gondola. Zions said the committee did not unanimously support the Main Street redesign. Council Members Dickey, Rubell, Ciraco and Parigian wanted the park-and-ride design kept separate; Parigian said a redevelopment or reinvestment agency is not needed and the timeline is unrealistic; Toly raised parking, powerline and crosswalk concerns; Rubell wanted pedestrian safety prioritized. Staff will return in December. No vote.

Main Street Area Plan
Continued
Staff and consultants asked the council to rank Main Street as a city priority and direct staff to study concepts; individual projects would need separate approvals. Zions said the plan would not use existing taxpayer money. Council Member Parigian was not comfortable approving a plan without quantitative analysis and preferred starting with transportation and pedestrian improvements; Rubell noted no community consensus and wanted pedestrian and circulation work first; Toly and Ciraco supported moving forward on pedestrian and transportation work; Dickey would adopt it as direction to staff. Twenty-one speakers were split, with business owners and residents raising parking removal, building height, a gondola at the Brew Pub lot and historic character, and others supporting pedestrianization. The council continued the item to January 2025 by consensus, with no formal vote.

Main Street Area Plan
Discussed
Consultants proposed traffic projects A through H, including a one-way "car lite" Main Street, and options for studies. The council agreed to proceed with a civil engineering infrastructure analysis, a majority agreed to an ambient temperature loop study, and staff will research past gondola studies and talk to Deer Valley and Park City Mountain. Study scope was limited to the China Bridge area, and the park-and-ride element was dropped. Council Member Rubell wanted traffic and circulation first and opposed most new building concepts except China Bridge; Council Member Dickey wanted the whole picture on cost and revenue; Council Member Ciraco backed the loop study. No formal vote.

China Bridge repairs to date total $1.5 million. The mayor summarized that the council wants a China Bridge plan that includes the Brew Pub lot and a focus on Swede Alley. No vote.
