Workshop: Sierra Meadows rezone, 1300 West 450 South, Ordinance 25-14

    Discussed

J&C Properties Group LLC asked to rezone 20.06 acres in the Woodruff Neighborhood from NR-4 to NR-6. NR-4 allows about 80 single-family homes and NR-6 up to 120; no development plan was submitted. Staff recommended approval as a transition to MR-9 zoning to the south, citing limited housing availability. The Planning Commission voted 4-0 on August 14 to recommend denial as inconsistent with the Woodruff Neighborhood Plan. Council Member Mark Anderson asked why staff recommended approval, Vice Chair Johnson noted NR-6 lots already exist nearby and that the plan calls for NR-4, and Chair Simmonds noted wetlands on the site.

Sierra Meadows rezone, 1300 West 450 South, Ordinance 25-14 (public hearing)

    Denied · 5-0

The council denied the rezone of 20.06 acres from NR-4 to NR-6 in the Woodruff Neighborhood. Staff had recommended approval as a transition between MR-9 and NR-4; the Planning Commission recommended denial 4-0. Speakers Gail Yost and Melissa Dahle favored larger lots or following the neighborhood plan, Joshua Molitor and Paul Beecher cited water, density and flooding, Linda Johnson wanted a design first and Gail Hanson called NR-6 reasonable. Developer representative Blaine Hamblin said the plan is single-family homes only. Council Member Mark Anderson saw valid concerns on both sides; Amy Anderson said diversity includes larger family lots; López favored leaving NR-4 given the nearby Sugar Creek rezone; Johnson cited online comments favoring the plan; Simmonds asked whether diversity should wait for the General Plan. Community Development Director Mike DeSimone said a rezone cannot be conditional.
