Workshop: Willow Lakes rezone, Ordinance 23-33

    Discussed

Planner Tanya Rice presented a request to rezone about four parcels on 1100 South from NR-6 to Mixed Use. Staff and the Planning Commission (7-0) recommended denial, citing the Future Land Use Plan and Woodruff Neighborhood Plan; commissioners suggested a planned development overlay might fit better. A proponent said a grocery store was planned for one corner. Action was set for November 7.

Workshop: Willow Lakes Phase 5 planned development overlay

    Discussed

Proponents presented a plan for about 12 acres near 1100 South and 1400 West, zoned NR-6: a 40,000-square-foot fitness and boat club, five beachfront short-term rentals, 160 condominiums and a 60-unit assisted living building. Staff noted density of about 13.5 units per acre and heights up to 49 feet against a 35-foot limit, and that the plan conflicts with the General Plan's call for single-family homes. Council members raised traffic, trails, setbacks and neighborhood process. Parking figures differed between staff (563 stalls) and the proponent (more than 215).

Workshop: Willow Lakes Phase 5 Planned Development Overlay, about 1100 South 1400 West, Ordinance 25-16

    Discussed

Willow Lakes Holdings LLC asked for an overlay on the 12-acre Phase 5 in NR-6: a 40,000-square-foot fitness and boat club, five beachfront short-term rental homes, 11 single-family lots, five mansion-style multifamily buildings (up to 36 units) and a 60-bed assisted living building, with buildings up to 43 feet against a 35-foot limit. The Planning Commission voted 4-0 on August 14 to approve. Chair Simmonds was concerned the zone change would precede design review and asked that setbacks match existing homes. Vice Chair Johnson relayed neighbors' traffic concerns about the gym.

Willow Lakes Phase 5 Planned Development Overlay, about 1100 South 1400 West, Ordinance 25-16 (public hearing)

    Continued · 5-0

The council continued the overlay for the 12-acre Phase 5 to October 7 so the developer can revise language. The proposal includes a 40,000-square-foot fitness and boat club, five beachfront short-term rentals, 11 single-family lots, five mansion-style multifamily buildings (up to 36 units) and a 60-bed assisted living building up to 43 feet. The Planning Commission voted 4-0 to approve. Planner Russ Holley said some requests, such as short-term rental setbacks, differ from current code and would need to be written into the code section; the developer's representative agreed to continue. Chair Simmonds wanted the language recrafted so the public can review it. Linda Johnson asked that some short-term rentals be affordable to residents, Gail Yost supported assisted living but worried about spacing of mansion-style homes, and Joshua Molitor questioned whether 60 residents fit the assisted living building.

Willow Lakes Phase 5 Planned Development Overlay, about 1100 South 1400 West, Ordinance 25-16 (public hearing, continued)

    Continued · 4-0

The 12-acre Phase 5 would include a 40,000-square-foot fitness and boat club, five beachfront short-term rentals, 11 single-family lots, five multifamily buildings of four units each and a 60-bed assisted living building. Developer representative Brett Nelson said a river restoration change order is $675,000, up from a $600,000 estimate, and his main concern is building 1400 West. Speakers raised assisted living location and density (Joshua Molitor, Mary Da Silva), asked how assisted living would be funded (Gail Yost), supported the public trail and lake access (Linda Johnson) and asked about lake water source and costs (Patrick Belmont). Chair Simmonds said culinary water will not fill the lake. The council amended the ordinance 4-0 to require a 10-foot concrete public trail of 3,800 linear feet, completed by the fitness center's certificate of occupancy or three years from September 2025, with the applicant paying 45.45 percent and the city 54.55 percent up to $600,000, under a development agreement. The minutes record no final motion to adopt, deny or continue.
