Water reclamation facility capital facilities plan (work session)

    Discussed

An engineer presented the plan for the Orem Water Reclamation Facility, first built in 1957 with major upgrades in 1984 and 2010, serving about 111,000 people with buildout of 129,900 around 2060 and a flow capacity of 13.5 million gallons per day. The condition assessment found about half of the plant, which would cost about $400 million to build today, is beyond its expected useful life; the system cannot reliably produce Class A biosolids. Recommended upgrades in four phases total $160 million in 2022 dollars: Phase 1 (1 to 5 years) $58 million, Phase 2 (5 to 10 years) $40 million, Phase 3 (10 to 15 years) $25 million and Phase 4 (15-plus years) $37 million. Staff said the plant is not in an emergency, and discussed financing and grant options. Council Member Debby Lauret attended virtually.

    • Phases: 1-5 yrs $58M; 5-10 yrs $40M; 10-15 yrs $25M; 15+ yrs $37M
