City hall project update with virtual reality tour (work session)

    Discussed

A Method Studio representative led a virtual reality tour of the planned new city center, with goggles for the mayor and council. Discussion covered basement space, the 311 help center, council chamber capacity, escape routes, ceiling height, training rooms, earthquake standards, materials and budget, with Layton Construction assisting.

Acting city manager report: legislature, city hall design

    Discussed

Acting City Manager Brenn Bybee reminded the council of the League of Cities and Towns officials day on Jan. 18 and said the legislative session starts Jan. 17. On the new city hall, he said design refinement with Method Studio continues within budget, Layton Construction was nailing down electrical and structural details for firmer cost numbers by Jan. 17, and the council will see the full design with 3D goggles on Jan. 24. A staff member said only the roof parapet height, not ceiling heights, is being adjusted.

  3. October 11, 2022 · City Council

City manager report: Hillcrest Park, UTOPIA, city center building

    Discussed

City Manager Jamie Davidson said Hillcrest Park demolition would begin the following week, that the bid came in under the estimate, and that the construction phase would be bid over the winter. He also gave an update on UTOPIA interest rates and amounts, and on ceiling-height concerns for the new city center building, which may require a code amendment.

New city hall building design update (work session)

    Discussed

Architects from Method Studio and Layton Construction presented a second design option for the new city building: one connected building with a lobby between two structures, one side built to a higher structural capacity to house the mayor's office and an emergency operations function. City Manager Jamie Davidson and Assistant City Manager Brenn Bybee said the whole building would meet seismic code. A basement is planned under one side only; a builder estimated adding one under the other side at about $2 million because of rock in the soil. The plan includes a council room for about 200, a 311 help center, an emergency operations center and conference rooms on each floor. Council Member Debby Lauret asked that the building still be able to carry Christmas lighting.
